Donor countries?

I object to calling the World Bank a donor when it is in fact a lender. Global donors gather in Brussels to rebuild Bosnia (The Jakarta Post, April 10, 1996.

A bank does not donate. A bank lends money to make money. Nothing wrong with making money, I just do not want your readers to be misled.
