DHL charges twice

Last February I purchased some goods from a U.S. company. I instructed the company to ship the goods by DHL and to tell DHL to charge collect to our company account. Later, the company's salesperson sent me an e-mail saying that DHL refused to collect charge. Thus I authorized the company to charge it to my credit card.

When I received the goods, DHL charged me the shipping cost, which then I paid, because I thought DHL accepted collect charge. Weeks later when I received my credit card bill, I saw that the U.S. company has charged me approximately the same amount as the shipping cost. When I checked again, I found that in the payment options on DHL airwaybill it was initially marked "Recipient," but then changed to "Shipper's Account," meaning that the shipper paid the shipping cost.

I asked my staff to claim for a refund, and was told that they were still processing the claim and checking whether the U.S. company has paid or not. Two months have passed. I just wondered how DHL could charge me if it was marked "Shipper's Account."

Is this DHL's way or only DHL Indonesia's way?
