Covenants, not governance

Interviews in Indonesian translated into English over the telephone make bad copy. The fault is mine.

With reference to Discourse (page one, Aug. 9) what I actually said was that two international covenants (not governance), the one on Civil and Political Rights, the other on Economic, Social and Cultural Rights reached in 1966, should be the framework for any discussion of human rights. The five dimensions must be inter-related, indivisible and balanced in their application.

Also, the United States has a US$7.2 trillion economy in GDP, not in budgetary terms.
