Councilors demand delay of `Pavilion Park' project

JAKARTA (JP): City councilors have urged the city administration to stop PT Duta Buana Permai from constructing the Pavilion Park apartments on Jl. K.H. Mas Mansyur, Central Jakarta.

"The councilors urged the company to stop the apartment's construction process because it has not acquired the documents of asset transfer approval (Berita acara penyerahan aset) from the city administration," Atje Muljadi, chairman of City Council Commission E, which oversees people's welfare, said yesterday.

He said that the asset transfer approval is one of the most important documents which must be acquired by every private company after the governor approves the land barter agreement, or known as Ruilsalg, between the city and the company.

"Before issuing such documents the city will check whether or not the company has fulfilled all its obligations, because without the documents, private companies cannot start construction," he said.

Atje said, under the land barter agreement which was approved by the governor in 1992, PT Duta Buana Permai (PT DBP) has agreed to provide the city with a 2.5-hectare plot of land in Tanah Kusir, South Jakarta. This is a substitute for the 2.5-hectare plot of city cemetery on Jl. K.H. Mas Mansyur, Central Jakarta, which they took for the construction of Pavilion Park, a posh apartment complex.

According to Atje, the city is planning to use the land in Tanah Kusir as a special cemetery where Jakarta's dignitaries will be buried.

The city has discovered that the land plot provided by PT DBP is still being disputed by its seven owners.

Summoned

Councilor Edi Sukiswantari Probo, of Commission E, said PT DBP has failed to fulfill the condition, as stipulated in the land barter agreement, which requires the company to finance the construction of a Rp 1 billion (US$458,085) building for the Cendana Bakti Foundation. The Cendana Bakti Foundation manages the city morgue, in Petamburan, West Jakarta.

Atje said the city council has summoned the management of PT DBP.

He also said his commission will be holding a meeting with some related bodies, including the city's legal bureau, finance bureau and the city's cemetery office.

Arumdati Wardhani, the Public Relations Manager of PT Duta Anggada Realty, the holding company of PT DBP, refused to comment on the warning issued by the city councilors.

"I have to discuss this matter with the company's legal department first," she said.(mas)
