Contempt of court

We have recently witnessed some actions that tend to disrespect the court's integrity. For example, a group of people staged a demonstration in a court room carrying slogans, some were waving banknotes during court procedures, a walk-out, accusation of bribery, and someone in the public gallery throwing a shoe at the judge.
Bearing these incidents in mind, two experts: Loebby Loqman and Prof. Muladi, deem it necessary to immediately establish a law on Contempt of Court, to safeguard the integrity of the judicial institution.
Basically, I quite agree with the idea. But in the process of law making it should be ascertained that all parties concerned must be involved so that all regulations guarantee fairness for all.
We also have to first examine the target of each action, whether an action is directed towards the institution itself, or whether an action is aimed at the judge conducting the trial. The two actions must be treated differently.
