Bribery and the causes

Bribery `transactions' in Jakarta's Tanjung Priok harbor amount to Rp 260 million a day according to a recent press report.

I think three factors are responsible for such a dirty practice persisting in this country. 1. The weak mentality of the government officials who always want a shortcut to enrich themselves through bribes. 2. The businessmen involved in the practice have no courage to dispel the pitfalls laid out by the bureaucrats' for the foul play. 3. The bureaucracy system as such allows bribery to occur.

As long as these three conditions cannot be cured bribery will persist in this country.
