Bank Bali Visa card

I am a Bank Bali Visa Card holder and I have had an unpleasant experience using it.

One day I had lunch at President Hotel's Kahyangan Restaurant. I paid with my visa card and signed a safe slip for Rp 149,314. But when I got my bill from Bank Bali it was for Rp 203,764. I faxed a copy of my sale slip to Bank Bali and they agreed to debit that amount until they cleared the problem.

Then I contacted the restaurant. The answer I got was unethical. According to them, there was another bill for Rp 54,450 which the cashier forgot to charge me. The cashier had contacted the bank, requested another authorization for the lesser amount and crossed out the figure on the sale slip which I had already signed, replacing it with a new figure without my knowledge nor my approval. The restaurant never tried to contact me to explain their negligence.

My questions are: Is it legal for a seller to cross out and change the amount of a sale slip which has already been signed? Is it acceptable for a bank to receive a sale slip with a crossed-out figure?

Due to the negligence of the restaurant's cashier, Bank Bali charged me interest, delayed payment and for a copy of the sale slip. Even though Bank Bali sent me a letter explaining the cashier's mistake, I think it was unfair. I have faxed twice my letter of discontent to Bank Bali but up to now I have not received a reply. I need an explanation from Visa Card International.
