3-in-1 regulation

I wonder why nobody speaks against the silly three-in-one traffic rule? Does the government think it will settle the problem by reducing the number of vehicles on the street?

If asked whether it creates new problems, the answer is yes, definitely! It certainly creates problems for motorists going to work every morning. If the purpose is to help poor children get money in return for their services as additional passengers, then, it works perfectly.

I need help to understand the real purpose of this particular regulation.
