        "content": "<p>Jakarta, CNBC Indonesia \u2013 The government, through the Ministry of\nMarine Affairs and Fisheries (KKP), is finalising the Thematic\nAquaculture Villages programme, which aims to reach 40,000 villages by\n2029. The programme is being prepared to strengthen food and protein\nself-sufficiency at village level while boosting national fisheries\nexports.<\/p>\n<p>Coordinating Minister for Food Zulkifli Hasan (Zulhas) said the\nprogramme is a major undertaking no less important than the\nRed-and-White Village Cooperatives (KDMP). According to him, developing\nthematic aquaculture villages is one strategy to enable villages to meet\ntheir own food needs while driving the local economy.<\/p>\n<p>\u201cThis is very big work too, no less than the Red-and-White Village\nCooperatives, and it involves fundamental matters of how villages can be\nself-sufficient in protein and food carbohydrates and how their\neconomies can grow,\u201d Zulhas said when met at the KKP office after a\ncoordination meeting with Minister of Marine Affairs and Fisheries Sakti\nWahyu Trenggono in Jakarta on Tuesday (21\/7\/2026).<\/p>\n<p>Zulhas explained that the programme involves numerous ministries and\nagencies. The Ministry of Home Affairs will coordinate regional\ngovernments, the Ministry of Energy and Mineral Resources will prepare\nelectricity support, the Ministry of Villages will assist with land\nprovision, and various other ministries according to their respective\nduties.<\/p>\n<p>He stressed that the Thematic Aquaculture Villages differ from the\nRed-and-White Fishing Villages Programme (KNMP), which is being built in\ncoastal areas. The new programme instead targets villages in inland\nareas to develop fish farming.<\/p>\n<p>\u201cNot on the coast \u2014 these are villages, every village. On land, this\nis on land, different from [KNMP]. Land means land, so that we can be\nself-sufficient in fish and protein and become the greatest exporting\npower,\u201d he said.<\/p>\n<p>Zulhas believes integrated fish farming development will open up\ngreater export opportunities. He cited demand for patin (catfish) in\nSaudi Arabia to serve Indonesian hajj pilgrims, which numbers around\n200,000 people each year.<\/p>\n<p>\u201cWe can\u2019t do it, it\u2019s not enough. We might manage to slaughter 10\ntonnes of fish, because we have no aquaculture. If we had something like\nthat, we could simply respond to what people demand \u2014 whatever fish they\nwant, we just prepare the fry,\u201d Zulhas said.<\/p>\n<p>The fish commodities to be farmed will be diverse, although details\nof the species included in the programme are still being drawn up.<\/p>\n<p>Separately, Director General of Aquaculture at the KKP, Tb. Haeru\nRahayu, confirmed the budget for the Thematic Aquaculture Villages\nprogramme is available so implementation can begin soon. The KKP targets\nthe programme to start running in August 2026.<\/p>\n<p>The KKP is currently conducting intensive coordination with regional\ngovernments, village heads, the Ministry of Villages, and the Ministry\nof Home Affairs to prepare the programme\u2019s implementation on the\nground.<\/p>\n<p>\u201cIt has now started in the field, it\u2019s underway, coordination is\nhappening. Starting means it begins from coordination until it is\nrealised,\u201d Haeru said.<\/p>",
