Speaking at a dialogue in\nJakarta on Saturday, Zulhas noted that the fishermen\u2019s exchange rate\nremains low at 103, indicating their welfare lags significantly behind\nother groups.<\/p>\n<p>Zulhas identified the primary problem not as the ability to catch\nfish, but the weak bargaining position of fishermen when selling their\ncatch. He explained that fishermen are often forced to sell to middlemen\nat prices far below market value. \u2018The fishermen are great at going to\nsea, but when they return with a large catch, they are forced to sell to\nmiddlemen. A fish worth Rp 20,000 is bought for just Rp 10,000. They\nsuffer a loss but have no power to refuse,\u2019 he said.<\/p>\n<p>To tackle this, the government plans to build 2,000 \u2018Fishermen\u2019s\nVillages\u2019 (Kampung Nelayan) starting this year.
