        "content": "<p>If the state is unable to provide a sense of security to the public,\nthe potential for vigilante violence will grow ever larger.<\/p>\n<p>Jakarta (ANTARA) \u2014 Coordinating Minister for Legal Affairs, Human\nRights, Immigration and Correctional Affairs, Yusril Ihza Mahendra, has\nasked the National Police (Polri) to heighten vigilance in maintaining\npublic security and order to prevent acts of mob justice.<\/p>\n<p>He said the security improvement is aimed especially at curbing the\nspate of thefts, robberies and street muggings that have recently tended\nto increase across various regions.<\/p>\n<p>\u201cIf the state cannot provide the public with a sense of security,\nthen the potential for people taking the law into their own hands will\ngrow ever larger,\u201d Yusril said when contacted in Jakarta on\nWednesday.<\/p>\n<p>He specifically highlighted vigilante attacks in Bali and Morowali,\nCentral Sulawesi, which resulted in the deaths of suspected chicken and\nmotorcycle thieves after they were assaulted by mobs.<\/p>\n<p>In those incidents, he noted, there was no visible intervention by\nlaw enforcement, leaving the mobs free to beat the victims to death.<\/p>\n<p>If left unchecked, he continued, such neglect could develop into\nserious human rights violations, and the state therefore has an\nobligation to step in and prevent them.<\/p>\n<p>In response to the situation, the Coordinating Minister said he would\nsoon convene a Joint Coordination Meeting (Rakorgab) between his\nministry and the Coordinating Ministry for Political and Security\nAffairs to discuss the coordination and synchronisation of handling\nstreet crime, particularly thefts, robberies and muggings that have\nunsettled the public.<\/p>\n<p>He said the causes of street crime are indeed numerous and varied,\nranging from psychological to social and economic factors.<\/p>\n<p>Nevertheless, he assessed that the problem cannot be handled by law\nenforcement alone, but requires the involvement of multiple ministries\nand agencies.<\/p>\n<p>To that end, he will invite all ministries, agencies and law\nenforcement bodies to work together to address the issue.<\/p>\n<p>He added that even independent state institutions such as the\nNational Commission on Human Rights (Komnas HAM), the Witness and Victim\nProtection Agency (LPSK), the National Commission on Violence Against\nWomen (Komnas Perempuan) and the Indonesian Child Protection Commission\n(KPAI) will be brought on board.<\/p>\n<p>\u201cThis is so that street crime is handled comprehensively while at the\nsame time guaranteeing the protection of human rights for all citizens,\u201d\nYusril added.<\/p>",
