Yusril Ihza Mahendra, the Coordinating Minister for Law, Human Rights, Immigration, and Corrections, has proposed setting the parliamentary threshold for political parties at 13 seats in the DPR, mirroring the number of existing DPR commissions, to ensure parties can form factions without wasting votes. This approach would allow smaller parties to enter parliament by achieving the minimum seats individually or through coalitions, promoting a fairer proportional representation system. He advocates revising the MD3 Law to incorporate this threshold as a balanced solution to ongoing debates on electoral barriers.

JAKARTA, KOMPAS.com - Coordinating Minister for Law, Human Rights,
Immigration, and Corrections Yusril Ihza Mahendra has proposed using the
number of commissions in the DPR RI as the basis for the threshold for
political parties participating in legislative elections to enter
parliament and form factions.

He explained that under this scheme, each party would need to secure
at least 13 seats in the DPR RI. This figure follows the current number
of DPR commissions, which stands at 13.

“For example, the reference should actually be how many commissions
there are in the DPR. That is currently regulated in the standing
orders, but it should be regulated in the law,” Yusril said in Cawang,
East Jakarta, on Wednesday (29/4/2026).

They could form coalitions totalling at least 13 seats, or join the
faction of a larger party.

“In this way, no votes are lost, and it is fair enough for all of
us,” he stated.

The proportional system determines the allocation of seats in
parliament to political parties based on the percentage of votes
obtained.

The proportional system, he said, is fundamentally designed to
accommodate all voter voices.

Therefore, he is pushing for a revision of the Law on the MPR, DPR,
DPD, and DPRD (MD3) in the hope that it will serve as the basis for
determining the agreed threshold.

“And I also hope that this will emerge as a middle-ground solution to
address the issue of what the minimum threshold should be, how we
determine the number, and how we then form factions in the DPR,” he
added.
",
