Jakarta (ANTARA) - The Coordinating Minister for Law, Human Rights,\nImmigration, and Correctional Affairs, Yusril Ihza Mahendra, has\nemphasised the need for a simple and easily implementable mechanism in\nthe execution of prisoner transfers between countries.<\/p>\n
According to him, Indonesia\u2019s experience in conducting prisoner\ntransfers to date can serve as a reference in formulating more effective\nprovisions.<\/p>\n
\u201cSo, let\u2019s just make it simple. There is no need to make it so\ncomplicated,\u201d said Yusril while presiding over a meeting with the\nMinister of Immigration and Correctional Affairs, Agus Andrianto, and\nofficials in Jakarta on Wednesday.<\/p>\n
Yusril asserted that the drafting of the Bill on International\nPrisoner Transfers needs to be directed towards simple, clear, and\napplicable regulations, drawing upon existing practices.<\/p>\n
He expressed hope that coordination between the Coordinating Ministry\nfor Law, Human Rights, Immigration, and Correctional Affairs, the\nMinistry of Immigration and Correctional Affairs, and the Ministry of\nLaw could accelerate the completion of the Bill\u2019s substance.<\/p>\n
The Deputy for Legal Coordination at the Coordinating Ministry,\nNofli, stated that the drafting process of the Bill on International\nPrisoner Transfers has, in principle, undergone several stages,\nincluding internal meetings, ministerial-level meetings, discussion\nforums with academics, and public participation efforts.<\/p>\n
According to him, the substance of the Bill has also undergone a\nharmonisation process and has received a letter from the Ministry of\nLaw, meaning that if there are matters still requiring refinement,\nadjustments can be made without repeating the entire process already\ncompleted.<\/p>\n
\u201cThis Bill is actually ready to be submitted to the House of\nRepresentatives (DPR). If there are things that can still be tidied up\nor added, we are ready, but if the concept is sufficiently complete, I\nbelieve it just needs to be pushed forward,\u201d said Nofli.<\/p>\n
Nofli also emphasised the importance of accelerating the completion\nof the Bill, given the ongoing legislative agenda.<\/p>\n
He expressed hope that the processes undertaken could be followed up\nimmediately so that the Bill on International Prisoner Transfers does\nnot face further delays in subsequent legislative agendas.<\/p>\n
Meanwhile, the Secretary-General of the Ministry of Immigration and\nCorrectional Affairs, Asep Kurnia, highlighted several technical aspects\nthat need to be aligned within the draft regulation, including\nprovisions regarding the procedures for prisoner transfers and funding\narrangements.<\/p>\n
He noted that the provisions stating that the procedures for prisoner\ntransfers will be further regulated through a coordinating ministerial\nregulation are being reviewed to determine the most appropriate\nregulatory form, including the possibility of regulation through\ngovernment regulations or regulations from the Ministry of Immigration\nand Correctional Affairs.<\/p>\n
