        "content": "<p>Coordinating Minister for Law, Human Rights, Immigration, and\nCorrections Yusril Ihza Mahendra has explained that Presidential\nRegulation (Perpres) 111\/2025 on National Defence was drafted as a\nfollow-up to Law Number 3 of 2002 on National Defence. Under the policy,\nthreats to the state are divided into three categories: military,\nnon-military, and hybrid threats. It does not specifically regulate\nLGBTQ matters, let alone classify sexual orientation as a threat. \u201cThis\nPresidential Regulation does not specifically discuss LGBTQ. LGBTQ is\nonly one of the elements mentioned that could become a non-military\nthreat to the existence of our nation and state,\u201d Yusril said in a\nstatement received by Media Indonesia on Thursday (9\/7). He emphasised\nthat non-military threats have a very broad scope. Beyond social and\ncultural issues, the category also includes natural disasters, disease\noutbreaks, global warming, the spread of atheism, and various ideologies\ndeemed contrary to Pancasila. On that basis, Yusril asked the public to\nunderstand the regulation comprehensively. According to him, the concept\nof national defence is not solely related to armed attacks, but also\nconcerns ideological, cultural, social resilience, and the mindset of\nsociety. \u201cMilitary threats are threats in the form of physical attacks\nusing military force, both from abroad and domestically. Meanwhile,\nnon-military threats are much broader, including those related to\nideology, culture, lifestyle, and efforts to influence the public\u2019s\nmindset,\u201d he said. Yusril also stressed that the government does not\nquestion the existence of individuals who identify as LGBTQ. The\nexistence of individuals with certain orientations or identities, he\nsaid, is a social reality that has long been recognised in various\ntraditions and legal systems. \u201cWhat is questioned is not the individual.\nIndividuals are never a threat to national defence. What is considered a\nthreat is the dissemination of ideas, ideologies, philosophies, or\ncultures which, if practised widely, could potentially affect national\nresilience,\u201d he stated. Within that framework, the government considers\nit necessary to anticipate the spread of propaganda through official\nmedia, social media, the internet, and various other communication\nchannels. This step, according to Yusril, is intended to safeguard the\nnation\u2019s cultural values, Pancasila, and Indonesia\u2019s character as a\nreligious and pluralistic nation. Nevertheless, Yusril reminded that\nPerpres 111\/2025 must not be used as a justification for persecution,\nthreats, violence, or discrimination against LGBTQ individuals. \u201cThis\nPresidential Regulation must not be interpreted as a basis for carrying\nout persecution. Their rights as citizens must still be respected,\u201d he\nasserted. He also confirmed that the government has no agenda to draft\nspecific legislation on LGBTQ. To date, he said, there has been no\ndiscussion at the government or DPR level regarding such a regulation.\nYusril also emphasised that the new Criminal Code does not regulate\ncriminal sanctions based on a person\u2019s sexual orientation. What is\nregulated are acts that fulfil the elements of a criminal offence, such\nas sexual violence, pornography, or indecent acts. \u201cWhat is criminalised\nis the act, not a person\u2019s sexual orientation.
