        "content": "<p>During this year\u2019s Eid al-Adha celebrations, questions have arisen\namong the public regarding the permissibility of government or state\ninstitutions performing qurban using APBN or APBD funds. The question\nemerged after President Prabowo Subianto purchased 1,098 cattle for\nqurban using APBN with a budget of Rp 100 billion. In response, KH Ahmad\nMuhamad Mustain Nasoha, who heads the Raudlatul Muhibbin Al Mustainiyyah\nIslamic boarding school in Surakarta and serves as the Fatwa Chairman of\nthe Surakarta branch of the Indonesian Ulema Council (MUI), explained\nthat this is permissible under Islamic law provided certain conditions\nare met. \u201cClassical fiqh literature states that it is permissible for an\nimam or leader to perform qurban on behalf of Muslims using state funds\nwhen the national finances are sufficient and do not interfere with the\npeople\u2019s basic needs,\u201d Gus Mustain told Republika.co.id on Wednesday (27\nMay 2026). Gus Mustain, his common nickname, explained that there is at\nleast one hadith stating that Prophet Muhammad SAW performed qurban with\ntwo goats each year. One was for his personal sacrifice and the other\nintended for his community. This hadith has been cited by some scholars\nas the basis for the permissibility of collective qurban or qurban\nconducted by institutions or the government on behalf of the public.
