        "content": "<p>The Yogyakarta city government has found at least 31 daycares that\nlack permits following inspections of childcare facilities earlier this\nweek. The existence of daycares is under scrutiny after the emergence of\na case of alleged systematic child abuse at Daycare Little Aresha, with\nmore than 50 child victims.<\/p>\n<p>Yogyakarta Mayor Hasto Wardoyo stated that the local government will\nclose or temporarily halt operations of dozens of unlicensed childcare\nfacilities. \u201cBased on the latest data, there are 31 out of a total of 68\ndaycares that do not have childcare permits,\u201d Hasto said after meeting\nwith the Governor of DIY, Sri Sultan Hamengku Buwono X, on Tuesday, 28\nApril 2026.<\/p>\n<p>Hasto explained that the majority of these daycares only hold\noperational permits as kindergartens (TK) or early childhood education\n(PAUD), yet they offer childcare services. \u201cThe kindergarten should have\na permit, PAUD should have a permit, and the daycare should also have a\npermit,\u201d he said.<\/p>\n<p>In line with instructions from the Governor of DIY, Hasto stated that\nall unlicensed childcare facilities must be temporarily closed until the\nadministrative processes are completed.<\/p>\n<p>Hasto added that the government will assist in accelerating permits\nfor institutions with quality facilities. This effort is being made\nbecause childcare services are important for working couples, but safety\nremains the top priority.<\/p>\n<p>Hasto stated that they will prepare daycares for the children who are\nvictims of the abuse at Daycare Little Aresha. \u201cThere are a total of 15\ndaycares around that daycare (Little Aresha), which can accommodate 78\nchildren. We will facilitate their funding until the end of the\nsemester,\u201d he said.<\/p>\n<p>The Head of the Yogyakarta City Women\u2019s Empowerment, Child\nProtection, and Family Planning Agency, Retnaningtyas, said that as of\nTuesday, a total of 149 complaints from families of Daycare Little\nAresha victims have been received through the opened hotline\nhelpdesk.<\/p>\n<p>\u201cWe are providing gradual support to hundreds of those children,\u201d she\nsaid.<\/p>\n<p>As of Monday, 27 April 2026, a total of 90 children from Daycare\nLittle Aresha have already received support. This process will continue\nuntil Thursday, 31 April 2026.<\/p>\n<p>Meanwhile, the Secretary of Commission D of the Yogyakarta City DPRD,\nSolihul Hadi, stated that they are also preparing steps to overhaul the\nregional regulation (Perda) following the daycare abuse case.<\/p>\n<p>\u201cWe are drafting a renewal proposal for the Child-Friendly City Perda\nto anticipate such incidents happening in other places,\u201d Solihul\nsaid.<\/p>\n<p>Solihul explained that the Child-Friendly City Perda in Yogyakarta,\nwhich was issued in 2016, needs to be updated to match current\nconditions and developments.<\/p>\n<p>\u201cIn that Perda, one aspect that needs strengthening is legal\nprotection for children in childcare institutions,\u201d he said.<\/p>\n<p>In addition, institutions providing childcare services also need to\nbe regulated, from requirements and permits to supervision.<\/p>\n<p>In strengthening these regulations, Solihul said, law enforcement\nagencies will also be involved to impose severe punishments through\nlayered articles, combining the Criminal Code, Child Protection Law, to\nelectronic business permit violations in accordance with Ministry of\nEducation and Culture Regulation Number 25 of 2018.<\/p>\n<p>\u201cSo this regulatory renewal also focuses on a total evaluation of the\nsupervision system, as well as the division of tasks for the government\nin controlling all childcare facilities without exception, involving\nsub-district apparatus,\u201d said Solihul, who is also the Chairman of the\nPKB City DPC in Yogyakarta.<\/p>\n<p>Solihul continued that tiered supervision of childcare institutions\nfrom the RT and RW levels is crucial.
