The Yogyakarta City Government is beginning to advance measures to\nrestructure slum areas and urban river embankments to address population\ndensity challenges in the second half of this year. One key approach is\nthrough the implementation of vertical housing.<\/p>\n
Yogyakarta Mayor Hasto Wardoyo stated that this restructuring would\nbe prioritised following approval from the Ministry of Housing and Urban\nSettlements, which inspected several target areas at the end of May\n2026.<\/p>\n
\u201cOne of the restructuring targets is focused on the Code River\nembankment area, which applies the vertical housing concept,\u201d said Hasto\nin Yogyakarta on Monday, 1 June 2026.<\/p>\n
He explained that the vertical housing concept, or modern stilt\nhouses, is well-suited for riverbank areas. This is to create more\npleasant public spaces to support public mental health.<\/p>\n
Hasto stated that the Code area restructuring would be carried out\nthrough collaboration between government, communities, universities,\ncompanies, and the Yogyakarta Palace.<\/p>\n
According to Hasto, there are currently approximately four kilometres\nof Code River area that need restructuring to connect the river\ninspection route from Sleman District border to Bantul, passing through\nYogyakarta City.<\/p>\n
\u201cThere are still four points that need to be completed so that the\nroad beside Code River connects from one point to another as a river\ninspection route and emergency access for residents,\u201d he said.<\/p>\n
Hasto stated that the estimated budget for restructuring the area is\napproximately IDR 56 billion. Nevertheless, the city is optimistic that\nrestructuring can continue through support from various parties and\ncross-sectoral collaboration.<\/p>\n
Deputy Minister of Housing and Urban Settlements Fahri Hamzah visited\ntwo target restructuring sites in Yogyakarta City on Friday, 29 May\n2026: the Giwangan Area in Umbulharjo District and the Code River\nembankment in Gondokusuman District.<\/p>\n
Fahri explained that the government is currently seeking new areas,\nbut with the requirement that they be in the city centre so that\nrelocated residents do not move too far away.<\/p>\n
He stated that if the distance is too far from the city centre, urban\nsprawl often occurs, resulting in relocated residents facing\ndifficulties due to lack of school, hospital, and public facility\ninfrastructure.<\/p>\n
\u201cTherefore, utilising land in the city centre is considered the most\neffective solution, particularly for densely populated areas in Java,\u201d\nhe said.<\/p>\n
The site inspection, according to Fahri, could become a\nrecommendation for providing affordable vertical housing in urban\nareas.<\/p>\n
This cost advantage arises because the land is state property,\nwhether owned by the central government, local government, or\nstate-owned enterprises, enabling land costs to be reduced through\ngovernment subsidies.<\/p>\n
Vertical housing consolidation is considered far more efficient and\ncomfortable given increasingly scarce rice fields and approximately 60\nper cent of Indonesia\u2019s population already concentrated on Java.<\/p>\n
\u201cIn this restructuring, riverbank areas must remain pleasant, as slum\nareas typically lack organised public space.
