        "content": "<p>Nusa Dua, Bali - The 7th World Congress on Probation and Parole\n(WCPP) in Bali has formulated an ideal model for rehabilitating inmates,\nemphasising smarter justice, restoration, and social harmony.<\/p>\n<p>\u201cThe results (of the formulation) serve as recommendations and a\nreference for inmate rehabilitation patterns in correctional systems\nworldwide,\u201d said Minister of Immigration and Correctional Services\n(Imipas) Agus Andrianto during the opening of the 7th WCPP at the Bali\nInternational Convention Center (BICC) in Nusa Dua, Badung Regency,\nBali, on Tuesday.<\/p>\n<p>According to him, the current punishment system is shifting from\nimprisonment towards restorative efforts.<\/p>\n<p>The Minister of Imipas explained that correctional approaches are now\ndirected to be less rigid, becoming smarter and based on data and\nscientific evidence.<\/p>\n<p>Thus, he continued, the correctional system does not only focus on\nprison cells but considers efficient alternative efforts, including in\nterms of budget, without reducing the essence of justice values.<\/p>\n<p>The second concept is restoration, where the law is no longer an\ninstrument of retribution but a means of social reintegration for\noffenders, victims, and society.<\/p>\n<p>Then, the third is social harmony by breaking the chain of recidivism\nthrough assistance, coaching, and supervision by the Correctional Body\n(Bapas).<\/p>\n<p>In the World Congress on Probation and Parole (WCPP) meeting, he\nadded, more than 400 delegates from 40 countries shared experiences\nrelated to inmate rehabilitation patterns.<\/p>\n<p>Indonesia, said the Minister of Imipas, also shared the country\u2019s\ncorrectional model that emphasises empowerment for inmates as provision\nfor their return to society.<\/p>\n<p>\u201cThe pattern we implement differs from other countries. However, we\nwill exchange experiences; later, we will see which is the most ideal,\nwhat is suitable to be applied in our country, and what they find\nsuitable with our rehabilitation pattern,\u201d he added.<\/p>\n<p>In the congress, all 33 provinces in Indonesia displayed the works of\ninmates in an exhibition featuring crafts, fashion, and\nmicro-businesses.<\/p>\n<p>Additionally, preparations such as decorations and entertainment in\nthe form of music and contemporary dance were all carried out and\nperformed by inmates from Bali as an example of inmate empowerment\npresented to the world\u2019s correctional delegates.<\/p>",
