Workers complain over Idul Fitri allowance<\/p>\n
JAKARTA (JP): Twenty workers of PT Inasa Wahana Lestari, a
\nsteel construction company in Kalideres, West Jakarta, filed a
\ncomplaint with the City Council yesterday over an unsettled
\ncollective labor agreement.<\/p>\n
Yesterday, Dole, the spokesman for the workers, told the
\ncouncil's Commission E in charge of welfare, that the management
\nrefused to sign the agreement because it included a clause about
\nthe provision of allowances.<\/p>\n
Dole said that the company did provide annual allowances to
\nits workers, but the management was apparently reluctant to
\nformalize the policy in the agreement.<\/p>\n
When the agreement was to be signed on Dec. 10 last year not a
\nsingle representative of the management was present, he said.<\/p>\n
He added that the executives refused to sign the deal because
\nthey said they had not yet read it.<\/p>\n
Dole said the excuse was impossible to accept because
\nrepresentatives of the workers' union, the West Jakarta chapter
\nof the Ministry of Manpower and executives of the management had
\nheld a negotiation session on Dec. 2 to discuss the details of
\nthe agreement.<\/p>\n
\"At that time the executives of the management did not express
\nany objection to the contents of the agreement,\" he said.<\/p>\n
Dole charged that the refusal to formalize the allowance
\nprovision was mainly because the company intended to apply its
\nown formula in which the provision of allowances would be
\nreplaced with bonuses to be closely linked with the workers'
\nperformance.<\/p>\n
\"Such a scheme is unfair because bonuses will only be given to
\nworkers who can finish their tasks according to target set by the
\ncompany's regulations. Workers will not get any benefit if they
\ncannot fulfill the target,\" he said.<\/p>\n
A member of the commission, Salam Sumangat, said that the
\nmembers will summon the management to explain the matter.<\/p>\n
Meanwhile, 50 workers of PT Duta Busana Danastri, a garment
\ncompany in Kemandoran, West Jakarta, filed a similar complaint
\nwith the National Human Rights Commission yesterday over their
\nfirm's failure to give them Idul Fitri allowances as promised.<\/p>\n
The workers, led by Siti Nur Rofikoh, met with Baharuddin
\nLopa, the secretary-general of the commission.<\/p>\n
\"The company promised earlier to give each worker an allowance
\namounting to two months' worth of salaries. However, the firm
\njust doesn't want to fulfill the promise. It now says that it
\ncannot afford it,\" Siti said.<\/p>\n
Siti's claim was immediately denied by the management
\nyesterday. \"We have never made any promise about the provision of
\nan allowance amounting to two months' pay,\" Muhammad Thamrin, a
\nlawyer for PT Duta Busana Danastri, said yesterday.<\/p>\n
After hearing the complaint, Lopa urged the workers to try to
\nsettle the matter with the company by asking the management to
\npay only one month's salary for the holiday in line with the
\nexisting regulations. \"You can file a lawsuit against the company
\nif it refuses to do that,\" Lopa said. (yns)<\/p>",
