Those with moral<br>\ncourage and other capabilities can take on side jobs. They become<br>\nteachers, consultants and traders, some drive an ojek (motorcycle<br>\ntaxi).<\/p>\n<p>Civil servants whose moral values are weak and who have the<br>\nopportunity because of their job as serving the public, in a<br>\nproject or a logistics division, may earn a large extra income.<\/p>\n<p>Thus, there is an economic gap between civil servants.<\/p>\n<p>Illegal levies seem to be condoned. Many cases of corruption,<br>\ncollusion and manipulation have not been revealed. However, the<br>\nmajority have a hard life because they often have to borrow money<br>\nto repay a loan and so it goes on and on. Can such a situation be<br>\nmaintained?<\/p>\n<p>In the current condition, the minority among them apparently<br>\nremain untouched by the monetary crisis. The majority are at<br>\ntheir wits&apos; end as to how to make ends meet. These poor people<br>\nare becoming increasingly poor because commodity prices have<br>\ndoubled or tripled.<\/p>\n<p>Now is the time to consider how to give monthly allowances to<br>\nthose earning less than Rp 300,000. One possibility is to hold a<br>\ncheap market selling staple foods. The quality of the rice<br>\nrationed to civil servants should also be improved. This would be<br>\nof great help to them. Many civil servants do not consume their<br>\nallocated rice because it is of its inferior quality. They sell<br>\nit at a low price.<\/p>\n<p>Good-quality rice costs them two or three times the value of<br>\ntheir rationed rice, but more edible rice is a better companion<br>\nfor simple dishes like tempeh and sambal (spicy condiment). Low-<br>\nquality rice is difficult to cook and demands tasty dishes, hence<br>\nmeals become more expensive.<\/p>\n<p>This economic crisis has been going on for quite a while now.<br>\nIt is high time the organizers of this country find a way out.<br>\nThey should not think of the welfare of high-ranking officials<br>\nonly.<\/p>\n<p>SURYANTO<\/p>\n<p>Bekasi, West Java<\/p>",
