Wolfowitz as World Bank president<\/p>\n
President Bush's nomination of Paul D. Wolfowitz as World Bank
\npresident has raised predictable hackles, at home and
\nabroad...But this hostility is mostly unjustified. Wolfowitz is
\nthe best qualified of all the recently rumored candidates for the
\nWorld Bank job.<\/p>\n
Unlike several of his predecessors, Wolfowitz would come to
\nthe World Bank presidency with real knowledge of development. He
\nserved as U.S. ambassador to Indonesia in the late 1980s, when
\nthat country was one of the World Bank's biggest clients and a
\npoverty-reduction success story. Wolfowitz is also a persuasive
\ncommunicator, an essential quality in the leader of an
\ninstitution that is frequently attacked by ideologues on both the
\nleft and the right. And Wolfowitz has experience as a public-
\nsector manager.<\/p>\n
It's also right, though, for the World Bank to promote some
\ndemocratic virtues -- openness, accountability and other anti-
\ncorruption measures -- that underpin economic development. And in
\nthe long term, economic development and the creation of a middle
\nclass do tend to foster democracy. If he can lead the World Bank
\nsuccessfully, Wolfowitz will ultimately be promoting the cause
\nwith which he is most identified.<\/p>\n
