Wiranto-Wahid to settle corruption, rights cases in one year<\/p>\n

Presidential candidates know that their rivals are making similar
\npromises about law enforcement. But in a country where many think
\nthey have seen enough of the turbulent \"transition\" period no
\ncandidate can do without pledges of law enforcement even though
\nthey themselves might have been seen to have violated the law.<\/p>\n
Golkar Party candidates Gen. (ret) Wiranto and cleric
\nSolahuddin Wahid say weak law enforcement is the main factor
\nbehind the low public trust in the government, leading to
\nsecurity problems, recurring violations of the law and the
\nprolonged economic crisis.<\/p>\n
In their statement titled: Vision, mission and main policies
\nto save the nation, they clearly prioritize law enforcement
\nefforts and national security along with good governance, public
\nwelfare, education and \"reconciliation\".<\/p>\n
The head of Wiranto's campaign team, Slamet Effendi Yusuf,
\nsaid that issues of security, law enforcement and human rights
\ncould not be separated because lack of respect for the law and
\nhuman rights would lead to security disturbances.<\/p>\n
\"If anybody can get away with committing a crime without
\npunishment then people will lose their trust in the system and
\nthe government,\" said Slamet.<\/p>\n
He dismisses the notion that Wiranto himself may be perceived
\nas above the law. An East Timor court has issued an arrest
\nwarrant for him for charges of failing to stop gross human rights
\nviolations when Wiranto was military chief and chief security
\nminister at the time of bloody rampage in the former Indonesian
\nterritory in 1999. He held the same posts at the time of the
\nriots in a number of cities in May 1998.<\/p>\n
As deputy chairman of the National Commission for Human Rights
\n(Komnas HAM) in 2002, Solahuddin led a team investigating the May
\nriots and summoned, in vain, several military officers to be
\nquestioned, including Wiranto himself.<\/p>\n
\"We believe that Wiranto has nothing to do with gross human
\nrights' violations,\" Slamet said.<\/p>\n
The accusation was fabricated by his political foes as no
\nproof has linked Wiranto with such violations, he added.<\/p>\n
Wiranto's camp is also focusing on corruption.<\/p>\n
\"Security and a predictable legal process are the prerequisite
\nto fix the current economic problems. How do you expect
\nbusinesspeople to invest under such conditions?\" Slamet said.<\/p>\n
He said that Wiranto had prepared programs for 100 days and
\none year to overcome poor law enforcement, if elected.<\/p>\n
In the first 100 days, Slamet said, the pair would take stern
\naction to curb corruption among officials and businesspeople, by
\nbringing all unresolved high-profile graft cases to court. They
\nwould also revamp the bureaucracy of the police and the
\njudiciary. \"We will raise their salaries so that there is no
\nreason for them to be involved in bribery,\" Slamet said.<\/p>\n
In the first 100 days Wiranto would revive the civil rights of
\nminorities, including Chinese-Indonesians, to enable their active
\nparticipation in politics, Slamet added.<\/p>\n
In one year, he said, the pair would bring gross human rights
\nviolation cases to court. Wiranto and Solahuddin say that \"legal
\nand human rights violations should be settled with wisdom without
\ncreating new problems, and that a truth and reconciliation
\ncommission will be established to handle the problem\".<\/p>\n
They stressed that reconciliation does not mean \"to forgive
\nand forget\" but did not elaborate further.<\/p>",
