It is an entrenched<br>\nculture of corruption -- the August 1997 report says so.<\/p>\n<p>This is a poignant cynicism to government law enforcement<br>\nauthorities who have threatened to prosecute social workers if<br>\nthey cannot bring forward victims of gang rapes committed against<br>\nChinese women and children during the May racial violence, which<br>\nthey have undauntedly exposed to the whole world.<\/p>\n<p>Will the World Bank be persecuted by the same reason?
