The Ministry of Communication and Digital (Kemkomdigi) has formulated\nthe amount of fines for digital platforms that violate the provisions in\nGovernment Regulation Number 17 of 2025 concerning the Governance of\nElectronic System Implementation in Child Protection, also known as PP\nTUNAS.<\/p>\n
The Minister of Communication and Digital, Meutya Hafid, stated that\na sanctions mechanism is necessary to ensure that child protection\nobligations have clear consequences for platforms that fail to implement\nthe regulations.<\/p>\n
\u201cThe government has finalised the formulation of fines as part of the\ncompliance enforcement instrument,\u201d Meutya said during a press\nconference at the Kemkomdigi Office, Jakarta, on Monday (14\/9).<\/p>\n
She explained that for large-scale or global digital platforms, the\nestablished fine could reach 6 per cent of their global revenue.\nMeanwhile, for domestic private Electronic System Providers (PSE), the\nmaximum fine will be adjusted according to the scale of the business:\nIDR 1 billion for micro-enterprises, IDR 5 billion for small\nenterprises, and IDR 10 billion for medium enterprises. \u201cThe\ndetermination of business scale refers to Government Regulation Number 7\nof 2021,\u201d she added.<\/p>\n
This fine formulation has undergone a public consultation process and\nhas been officially communicated to Electronic System Providers (PSE),\nparticularly eight high-risk platforms.<\/p>\n
The eight platforms identified from the outset as high-risk services\nare YouTube, TikTok, Facebook, Instagram, Threads, X, Bigo Live, and\nRoblox.<\/p>\n
The fine formulation will subsequently be submitted to the Ministry\nof Finance to be discussed with relevant ministries and established\nwithin the Government Regulation on Non-Tax State Revenue (PNBP).<\/p>\n
Meutya emphasised that the government will impose administrative\nsanctions on digital platforms deemed non-compliant with the rules in PP\nTUNAS. Digital platforms also face the threat of blocking sanctions if\nthey violate PP TUNAS, ranging from the disconnection of specific\nfeatures to the complete disconnection of the platform.<\/p>\n
