        "content": "<p>Jakarta, CNBC Indonesia - The Ministry of Energy and Mineral\nResources (ESDM) has recently released regulations regarding guidelines\nfor determining Benchmark Mineral Prices (HPM) for nickel, bauxite,\niron, gold and silver metals, tin, copper, manganese, and titanium.<\/p>\n<p>These regulations are contained in Ministerial Decree of ESDM Number\n144.K\/MB.01\/MEM.B\/2026 concerning Amendments to Decree No.\u00a0266\/2025 on\nGuidelines for Determining Benchmark Prices for the Sale of Metal\nMineral Commodities and Coal.<\/p>\n<p>The regulation, signed by Minister of ESDM Bahlil Lahadalia on 10\nApril 2026, takes effect today, Wednesday, 15 April 2026. This is\nintended to increase state revenues.<\/p>\n<p>With the issuance of these new regulations on nickel HPM, will the\ngovernment still impose export duties on nickel and coal?<\/p>\n<p>Director General of Minerals and Coal (Dirjen Minerba) of the\nMinistry of ESDM, Tri Winarno, stated that the plan to impose export\nduties is currently still in the discussion stage.<\/p>\n<p>The government is considering various regulatory options to ensure\nthat the policies adopted remain on target for the industry and the\nstate.<\/p>\n<p>\u201cIt\u2019s still under discussion,\u201d he said when met at the DPR RI\nBuilding, Jakarta, on Wednesday (15\/4\/2026).<\/p>\n<p>The government is also continuously evaluating several alternative\npolicies that have previously been socialised to mining business actors.\nIncluding other options so that the state obtains income from the\nminerals and coal sector.<\/p>\n<p>\u201cI\u2019m saying there are other options as well. Other options that we\nsocialised yesterday,\u201d he emphasised.<\/p>\n<p>Previously, Minister of ESDM Bahlil Lahadalia revealed that the\ngovernment is studying plans to implement export duties on coal to\nprocessed nickel products, particularly Nickel Pig Iron (NPI).<\/p>\n<p>According to Bahlil, this is done as an effort by the government to\nincrease state revenues amid the current global uncertainties.<\/p>\n<p>\u201cBecause in the country\u2019s condition like this, we have to look for\nmany alternative sources of income. One of them is because we encourage\nthe imposition of export taxes on downstreaming products,\u201d said Bahlil\nwhen met at the Coordinating Ministry for the Economy, quoted on Monday\n(30\/3\/2026).<\/p>\n<p>He explained that his side is still calculating and studying the\nappropriate formulation for the implementation of export duties from NPI\nproducts, including the scheme and the tariff rate.<\/p>\n<p>\u201cNPI products from nickel, we\u2019re calculating.
