The United States has postponed placing Chinese artificial\nintelligence startup DeepSeek, memory chip producer CXMT, and more than\n100 other companies deemed a national security risk onto a trade\nblacklist, according to two sources familiar with the matter. The delay\ncomes as President Donald Trump\u2019s administration seeks to avoid\nheightening tensions with Beijing.<\/p>\n
DeepSeek, CXMT, and a number of other firms were actually approved\nlast year by a US government interagency committee for inclusion on the\nDepartment of Commerce\u2019s Entity List. This fact is being disclosed\npublicly for the first time. Reuters also exclusively reported the large\nnumber of companies still awaiting announcement of their addition to the\nlist.<\/p>\n
DeepSeek, whose low-cost AI model shook the tech world in January\n2025, has been accused of supporting Chinese military and intelligence\noperations. This year, AI company Anthropic claimed to have discovered a\ncampaign by DeepSeek and two other Chinese AI labs to illicitly extract\ncapabilities from the Claude AI platform to enhance their own models.\nMeanwhile, OpenAI warned US lawmakers that DeepSeek was also attempting\nto access and exploit its AI models.<\/p>\n
ChangXin Memory Technologies (CXMT), China\u2019s largest memory chip\nmanufacturer, was designated a Chinese military company by the US\nDepartment of Defense during President Joe Biden\u2019s administration. The\nCommerce Department has also been considering adding CXMT to the Entity\nList for more than a year, as reported by Reuters and other media\noutlets.<\/p>\n
American companies cannot ship goods, software, or technology to\nentities on the list without obtaining a special licence, and such\nlicences are almost invariably denied. DeepSeek and CXMT could not be\nreached for comment outside normal working hours. The Commerce\nDepartment\u2019s Bureau of Industry and Security (BIS), which oversees the\nEntity List, also did not directly answer questions regarding the lack\nof updates to the list since last year or matters concerning DeepSeek\nand CXMT.<\/p>\n
In a statement, BIS said it uses a variety of policy and enforcement\ninstruments, including the Entity List, on a daily basis to combat\nactors deemed detrimental to US interests.
