The Chairman of the Indonesian Anti-Dumping Committee (KADI), Frida\nAdiati, has emphasised that concerns regarding the impact of imports on\ndomestic industry should not be measured solely by the total value of\nimported products, but rather by the potential structural impact on the\ncompetitiveness and sustainability of local industries.<\/p>\n
\u201cAll cases have an impact on domestic industry, particularly\nregarding losses incurred, investment, labour, and other related\nfactors,\u201d Frida told CNBC Indonesia on Friday (4\/9\/2026).<\/p>\n
According to her, during the investigation process, KADI found\nindications that import prices from certain countries are at an\nunnatural level when compared to the prices of products sold in the\ndomestic market of the accused country. This condition is deemed to have\nthe potential to exert pressure on the prices of domestic products. If\nthis pressure continues, the impact could spread to various aspects of\ndomestic industrial performance.<\/p>\n
Frida noted that such pressure could lead to a decline in sales\nvolume and domestic market share. Furthermore, production capacity\nutilisation and corporate profitability are also at risk of being\nsuppressed.<\/p>\n
\u201cThis condition can impact domestic industry, for example, through a\ndecrease in sales volume, domestic market share, production capacity\nutilisation, profitability, and even the very survival of the domestic\nindustry,\u201d she said.<\/p>\n
Frida emphasised that these indications still require further\nanalysis. KADI needs to conduct field verifications, involving both\ndomestic industries and exporters, throughout the investigation\nprocess.<\/p>\n
The evidence gathered by KADI includes determining the existence of\ndumping practices, the losses suffered by domestic industries, and the\ncausal link between suspected dumping imports and those losses.<\/p>\n
Therefore, Frida stressed that the most critical cases are not merely\nthose with the highest import values. KADI also assesses how much\npotential a case has to disrupt the structure and the ability of\ndomestic industries to survive and compete.<\/p>\n
\u201cThus, the most important cases are not solely those with the largest\nimport value, but also those with the potential for structural impact on\nthe competitiveness and sustainability of domestic industry,\u201d she\nasserted.<\/p>\n
If investigations prove the existence of dumping elements that\nsimultaneously cause losses to domestic industry, KADI\u2019s findings can\nserve as a basis for the government to consider implementing trade\nremedies.<\/p>\n
\u201cIf it is proven to meet the elements of dumping and causes injury,\nKADI\u2019s investigation results can be the basis for the government to\nconsider implementing trade measures, such as Anti-Dumping Duties and\nCountervailing Duties.
