        "content": "<p>Who lacks discipline?<\/p>\n<p>From Jayakarta<\/p>\n<p>Recruits to the National Discipline Movement are often seen in<br>\nfront of Indonesian Christian University (UKI) on Jalan Sutoyo in<br>\nEast Jakarta, a site of frequent traffic congestion.<\/p>\n<p>They wear green vests with the words Discipline Enforcer on<br>\nthe back. While they may supervise discipline on the streets,<br>\nthey do not have the authority to check on driver and vehicle<br>\ndocuments. One day I saw a motorist refuse to show his documents<br>\nto an enforcer, who then shouted harshly: \"Don't tell me what I<br>\ncan and what I cannot do. This is an area of the national<br>\ndiscipline movement.
