        "content": "<p>Moscow (ANTARA) - The World Health Organization (WHO) has declared\nthe Ebola outbreak in the Democratic Republic of Congo and Uganda as a\npublic health emergency of international concern (PHEIC), according to a\nstatement by the organization.<\/p>\n<p>On Friday, the Africa Centres for Disease Control and Prevention\n(Africa CDC) reported that there were 13 cases of Ebola that had been\nconfirmed through laboratory tests in the Democratic Republic of Congo,\nincluding four deaths.<\/p>\n<p>In addition, 246 unconfirmed cases have been identified, while local\nauthorities are also investigating possible fatalities related to the\noutbreak involving another 65 people.<\/p>\n<p>The Ugandan government also declared a state of high alert on Friday\ndue to the outbreak.<\/p>\n<p>\u201cThe Ebola disease caused by the Bundibugyo virus in the Democratic\nRepublic of Congo and Uganda constitutes a public health emergency of\ninternational concern (PHEIC), but does not yet meet the criteria as a\npandemic,\u201d the WHO said in a statement.<\/p>\n<p>The WHO stated that the exact number of people infected and the\nlocations of the spread are still unknown.<\/p>\n<p>At the end of January, the WHO sent experts to Uganda to help the\nlocal government deal with the latest Ebola outbreak.<\/p>\n<p>In February, the organization announced the start of the first Ebola\nvaccine trial in Uganda.<\/p>\n<p>Meanwhile, at the end of April, the Ugandan Ministry of Health stated\nthat the Ebola outbreak in the country had ended.<\/p>\n<p>A PHEIC is a formal declaration by the WHO regarding a public health\nemergency situation that is deemed to be at risk of spreading to other\ncountries and potentially requires a coordinated international\nresponse.<\/p>\n<p>Under the International Health Regulations 2005, each country has a\nlegal obligation to respond quickly to a PHEIC status.<\/p>",
