        "content": "<p>In addition to active State Civil Apparatus (ASN), Indonesian\nNational Armed Forces (TNI), and Indonesian National Police (Polri)\npersonnel, retirees and pension recipients will also receive the Holiday\nAllowance (THR) in 2026. Many are wondering: when exactly will the 2026\nretiree THR be distributed?<\/p>\n<p>As of now, no official date has been announced by the government.\nTypically, matters concerning THR and the thirteenth salary for ASN,\nretirees, pension recipients, and benefit recipients are formally\nregulated through Government Regulation (PP), which is updated\nannually.<\/p>\n<p>However, as of the publication of this article on Friday, 27 February\n2026, the government has not yet officially issued the PP governing the\nprovision of THR and thirteenth salary in 2026. Therefore, eligible\ncitizens can monitor updates through various official government\nplatforms or refer to the PP from the previous year for guidance.<\/p>\n<p>Key Points:<\/p>\n<ul>\n<li><p>The 2026 retiree THR has not been officially announced and will\nbe communicated directly by President Prabowo Subianto. According to detikFinance,\nFinance Minister (Menkeu) Purbaya Yudhi Sadewa has signalled that the\nTHR announcement will be made shortly.<\/p>\n<p>The announcement will be delivered directly by President Prabowo\nSubianto. Finance Minister Purbaya stated: \u201c(ASN THR) is being\nprocessed, it will be out shortly. It is not us who will announce it;\nPresident will be the one to announce it.\u201d<\/p>\n<p>The government has allocated a budget of Rp 55 trillion in 2026 to\ndistribute THR to at least 10.5 million recipients, including active\nASN, TNI, or Polri personnel as well as those who have retired.<\/p>\n<p>Regarding the specific date, Finance Minister Purbaya has not\nprovided clear details. Instead, he gave an indication that THR was\nplanned to be distributed during the first week of Ramadan. \u201cThe first\nweek of fasting, it will be soon,\u201d clarified Finance Minister Purbaya at\nthe Indonesia Economic Outlook event held on Friday, 13 February\n2026.<\/p>\n<p>If we refer to Finance Minister Purbaya\u2019s indication, the first week\nof fasting ends today, Thursday, 26 February 2026, particularly if we\nrefer to the government\u2019s determination of the start of Ramadan through\nthe isbat session. In the isbat session results, the government set 1\nRamadan 1447 H falling on Thursday, 19 February 2026.<\/p>\n<p>This means the first week of fasting indicated by Finance Minister\nPurbaya as the planned period for THR distribution will end today.\nHowever, returning to the previous statement, the THR will be announced\nby President Prabowo Subianto. Therefore, those eligible to receive it\ncan await the official government statement to be delivered through the\nPresident.<\/p>\n<p>Meanwhile, the House of Representatives (DPR) has also provided\ninsight into THR distribution in 2026. According to the official DPR\nwebsite, member of DPR Commission IX Irma Suryani stated agreement with\nthe rule that THR must be paid at latest 14 days or 2 weeks before Eid\nal-Fitr arrives.<\/p>\n<p>This rule applies not only to ASN but also to the private sector,\nwhich is expected to follow the same provision. Irma Suryani even\nemphasised that THR payment at latest 2 weeks before Lebaran must be\nenforced strictly, with sanctions for violators. \u201cWhen Pak Purbaya says\nthat for ASN because the money comes from the government, but for the\nprivate sector, what needs to be underlined is that all labour\nsupervisors must not be careless about this anymore. They must truly be\nlabour supervisors,\u201d said Irma Suryani.<\/p>\n<p>Irma views THR as an obligation that must be fulfilled by companies.\nEven payment made 7 days or 1 week before Lebaran is actually not\npermitted. \u201cEven at the latest, 1 week is already not supposed to be\nallowed. The tolerance is clear: 2 weeks before the holiday. So if\nanyone violates this, there must be firmness from the Ministry of Labour\nto impose strict sanctions on the company,\u201d she continued.<\/p>\n<p>Within the government, rules on THR are set out in the PP. Similarly,\nthe timeline for THR distribution is regulated in PP of the Republic of\nIndonesia Number 11 Year 2025. Article 14 paragraph (1) states: \u201cThe\nHoliday Allowance as intended in Article 2 shall be paid at earliest 15\n(fifteen) working days before the date of the Holiday.\u201d<\/p>\n<p>Nevertheless, in the Labour Ministry Regulation (Permenaker) of the\nRepublic of Indonesia Number 6 Year 2016 and Labour Ministry Circular\n(SE) of the Republic of Indonesia Number M\/2\/HK.04.00\/III\/2025, it\nemphasises that religious THR must be paid at latest 7 days before the\nreligious holiday. This rule applies to companies more broadly.<\/p>\n<p>Estimated Maximum Timeline for 2026 THR Distribution<\/p>\n<p>Previously, mention was made of the rule for THR payment 7 days\nbefore Lebaran, and there is also the opinion of the DPR stating at\nlatest 2 weeks beforehand. Let us break down the estimated dates one by\none.<\/p>\n<p>For reference, the determination of Eid al-Fitr falling on 1 Shawwal\n1447 H still awaits the results of the isbat session.
