        "content": "<p>Minister for Housing and Settlement Areas (PKP) Maruarar Sirait (Ara)\nrecently visited a vacant state-owned plot in the Tanah Abang area of\nCentral Jakarta, which has been controlled by community organisations\n(ormas). During the site inspection, which she posted on her Instagram\naccount, Ara debated with Rosario de Marshall alias Hercules, the\nGeneral Chairman of Gerakan Rakyat Indonesia Bersatu (GRIB) Jaya. GRIB\nis known to control several plots in the Tanah Abang area. This\nstate-owned land is intended for developing housing for low-income\nresidents (MBR). \u201cMy goal is to build houses for the people here. Not\nfor developers or anything like that,\u201d Ara said when meeting Hercules\nand several ormas representatives, as quoted on Monday (6\/4\/2026). In\nresponse to Ara\u2019s request, Hercules stated that the land managed by his\normas is indeed state-owned, but its status is HPL (Hak Pengelolaan\nLahan). \u201cHPL is for managing the land but not for owning it. If it\u2019s the\nstate\u2019s, I will hand it over today,\u201d said Hercules. Previously at the\nState Palace, Ara mentioned that many PT KAI lands in Senen to Tanah\nAbang, Central Jakarta, are controlled by other parties. Ara emphasised\nthat Indonesia is a state of law, so the state must be present. Ara and\nKAI found that many state lands are controlled by other parties. She\nstressed that the state will reclaim them. According to Ara, these lands\nwill later be used for people\u2019s housing. Certainly, said Ara, most of\nthese state lands controlled by other parties are railway embankments.\n\u201cYes, in many places.
