        "content": "<p>JAKARTA - The Minister of State Apparatus Utilization and\nBureaucratic Reform (PANRB), Rini Widyantini, has emphasised that civil\nservants (ASN) must continue working a full five days during the\nimplementation of work-from-home (WFH) every Friday. In this flexible\nworking system, Rini still demands high discipline and accountability\nfrom every ASN. \u201cEvery ASN is bound by measurable Employee Performance\nTargets. Supervision is carried out through electronic systems, not just\nphysical attendance. ASN must still work a full five days with the same\nperformance targets,\u201d Rini stressed in her official statement on Friday\n(10\/4\/2026). Every agency leader, Rini said, has direct responsibility\nto monitor and ensure that their subordinates\u2019 performance remains\noptimal during WFH implementation. In addition, every Personnel\nDevelopment Official\/Agency Leader is obliged to monitor and supervise\nthe achievement of their subordinates\u2019 performance targets. Evaluation\nof the effectiveness of the implementation must be reported to Rini no\nlater than the 4th of the following month. This policy also encourages\nthe acceleration of digital-based government implementation. It is hoped\nthat through the utilisation of technology, all ASN work activities can\nbe documented systematically, thereby strengthening accountability\naspects. \u201cThe regulatory framework is already in place through\nPresidential Regulation Number 21 of 2023 on ASN Working Days and Hours,\nwhich is then detailed in Minister of PANRB Regulation Number 4 of 2025\non the Implementation of Flexible Official Duties in Government\nAgencies. Meanwhile, the system and digital infrastructure are supported\nby Presidential Regulation Number 95 of 2018 on Electronic-Based\nGovernment Systems,\u201d Rini explained.
