        "content": "<p>The work-from-home (WFH) policy for civil servants (ASN), set to be\nimplemented by the government, raises questions about its effectiveness\nin curbing energy consumption. Rather than truly saving energy, the\npolicy is seen as potentially just transferring the energy burden from\noffices to households.<\/p>\n<p>Public policy observer Trubus Rahardiansah believes the success of\nthe policy heavily depends on supervision and workload management in\neach agency. According to him, restricting ASN mobility can indeed\nreduce fuel consumption in the transportation sector. However,\nelectricity consumption could increase the burden on households.<\/p>\n<p>\u201cIf it comes to its effectiveness, it very much depends on how much\nsupervision and workload there is from leaders in each work unit,\u201d said\nTrubus when contacted on Thursday (9\/4).<\/p>\n<p>\u201cThe energy consumption burden could shift from the office to home.\nPeople still use electricity, still use devices, only the location\nchanges,\u201d he said.<\/p>\n<p>From an implementation perspective, Trubus highlighted supervision\nchallenges, particularly in regions. Control mechanisms must be properly\nenforced, as without them, WFH implementation could stray far from the\nintended goals.<\/p>\n<p>\u201cSupervision is not easy. ASN supervising other ASN, especially in\nregions, is very dependent on regional heads,\u201d he said.<\/p>\n<p>The WFH experience during the COVID-19 period, according to Trubus,\noccurred in a very different context. At that time, the work-from-home\npolicy was driven by urgent health needs.<\/p>\n<p>Unlike the current relatively normal conditions, WFH lacks the same\nurgency, so its effectiveness and discipline truly need to be\nmonitored.<\/p>\n<p>According to Trubus, there are other factors that could affect WFH\neffectiveness. He noted that not all ASN have adequate home conditions\nfor working. Such conditions could potentially reduce work effectiveness\nor even lead to work-from-anywhere (WFA) practices that deviate from the\nsavings spirit.<\/p>\n<p>\u201cIf the home is not conducive, they end up working outside, like from\na cafe. That also becomes a problem,\u201d he stated.<\/p>\n<p>Nevertheless, the WFH policy is still in a trial phase. The\ngovernment is seen as testing it to observe its impact on energy\nefficiency and bureaucratic performance.<\/p>\n<p>Trubus views the policy as still worth trying as a precautionary step\namid global pressures, particularly related to energy. Evaluation will\nbe key in determining whether WFH should continue or not.<\/p>\n<p>\u201cThis is like testing the water. We\u2019ll see the evaluation later on\nwhether the Rp6.2 trillion savings target is achieved or not,\u201d he\nsaid.<\/p>\n<p>Pramono Anung sets WFH for ASN every Friday. Working hours remain\nnormal, cameras must be active during meetings, and work discipline is\ntightened to ensure optimal public services.<\/p>",
