        "content": "<p>The Badan Pembentukan Peraturan Daerah (Bapemperda) of the DPRD of\nWest Java Province held a consultation with the Directorate General of\nLocal Legal Products at the Ministry of Home Affairs (Kemendagri) on\nWednesday (22\/4\/2026).<\/p>\n<p>This step was taken to accelerate the formation of local legal\nproducts while also speeding up village splitting to improve public\nservices.<\/p>\n<p>Deputy Chairman of the West Java DPRD Bapemperda, H. Daddy Rohanady,\nstated that village splitting at the regency\/city level is a strategic\nmeasure to optimise the absorption of village funds.<\/p>\n<p>According to him, an increase in the number of villages will directly\nimpact the additional allocation of budgets from the central government,\nultimately strengthening the economy at the grassroots level.<\/p>\n<p>\u201cWith splitting, there is potential for increased absorption of\nvillage funds. In the end, this will impact the improved welfare of\nvillage communities,\u201d said Daddy. He emphasised that village splitting\nis not merely an administrative matter but part of a strategy for\nequitable budgeting and development.<\/p>\n<p>Regions with large populations, such as Cirebon Regency, are\nconsidered to have strong potential for village splitting to make\nservices to the community more optimal.<\/p>\n<p>In addition, Bapemperda also consulted on adjusting the procedures\nfor forming local legal products to align with Law No.\u00a013 of 2022.<\/p>\n<p>The change in nomenclature to \u201cLocal Legal Products\u201d is seen as\nproviding a more comprehensive legal foundation for regional government\npolicies.<\/p>\n<p>According to Daddy, the provincial DPRD has an important role as a\ntrigger for regency\/city governments in accelerating such policies.<\/p>\n<p>\u201cWe encourage regency\/city governments, if the minimum requirement of\n6,000 residents is met, to immediately process village splitting.
