The 81st Anniversary of West Java Province was commemorated on\nWednesday evening at Pasanggrahan Pancarasa, on the grounds of Gedung\nSate in Bandung. The event began with a plenary session led by West Java\nDPRD Speaker Buky Wibawa Karya Guna, followed by a reading of the\nprovince\u2019s history and concluded with a speech by West Java Governor\nDedi Mulyadi.<\/p>\n
In his address, Dedi Mulyadi said that at 81 years of age, West Java\nshould by now have reached the peak of its success.<\/p>\n
\u201cBecause we possess all the potential\u2014energy potential, agricultural\npotential, marine potential, geothermal potential, hydroelectric power\npotential, solar power potential, as well as industrial and\nmanufacturing potential spread across the entire West Java Province,\u201d he\nsaid on Wednesday (19\/8\/2026).<\/p>\n
However, this potential remains unevenly distributed and there are\ndevelopment distortions between regencies and cities, as well as with\nthe province. For this reason, there needs to be an orchestration of\ndevelopment direction and budget use led by the governor and deputy\ngovernor.<\/p>\n
\u201cBudget evaluation is the key to orchestrating development.\nAdministrative budgets have now shifted to being technical in nature,\nprioritising the fulfilment of basic needs first,\u201d said the man\nfamiliarly known as KDM.<\/p>\n
According to KDM, the basic need of education\u2014where the average\nlength of schooling must be improved\u2014requires attention because the\nnine-year basic education participation rate is not yet optimal. The\naddition of new classrooms and scholarships are priority programmes. Not\nonly primary, junior secondary, and senior secondary schools, but also\nPackage A, B, and C education programmes are receiving attention.<\/p>\n
KDM also highlighted the economic disparity between regencies and\ncities in West Java. Bekasi, with its high wages, is vastly different\nfrom areas such as Majalengka, Kuningan, and Indramayu. On the other\nhand, the standard of living for the public is set the same.<\/p>\n
\u201cUrban residents pay rent, buy rice, buy food, so their income is\nlarge. In Kuningan or Majalengka, people do not buy rice because they\nharvest their own, they do not buy vegetables, they do not buy water, so\na low income level is not a benchmark. But this is a challenge for all\nof us: West Java\u2019s highest investment must have implications for the\navailability and filling of jobs throughout West Java Province,\u201d he\nsaid.<\/p>\n
Improving the quality of public health is also a basic service aspect\nthat is a primary focus. There must be no difference in health services\nfrom the first referral level in villages to the second and even third\nreferral levels.<\/p>\n
KDM also targets budget efficiency by streamlining institutions. The\nnumber of people working as West Java Provincial Government personnel\nmust truly be based on the needs of basic public services. The number of\npositions will be streamlined, as will the number of regional apparatus\norganisations (OPD).<\/p>\n
\u201cSome will remain, some will change from two to one, possibly some\nwill change from three to one. This is the answer to the principles of\nefficient financial management. Because we are talking about efficiency,\nwe are talking about reallocation. If the number of positions is very\nlarge, it will still affect fiscal strength,\u201d said KDM.<\/p>\n
Efficiency in regional-owned enterprises (BUMD) will also be carried\nout. There will no longer be large numbers of directors and\ncommissioners. BUMDs are expected to make a major contribution to\nsupporting government activities in providing strong public services to\nthe community, contributing to economic growth, increasing\ncompetitiveness, and also serving as government assets.<\/p>\n
These BUMDs will be merged into a single holding company, BUMD\nSanggabuana, and will be managed by professionals in their fields\nthrough an open selection process.<\/p>\n
