        "content": "<p>JAKARTA \u2013 West Java Provincial Secretary Herman Suryatman visited the\nMinistry of Investment and Downstream Industry\/BKPM on Friday\n(25\/7\/2025) with a clear mission: to integrate data systems so they no\nlonger operate in isolation.<\/p>\n<p>Accompanied by West Java provincial officials, Herman was received by\nDeputy for Investment Climate Development Riyanto and Deputy for\nInformation Technology Ricky Kusmayadi. The objective was to establish\ndata interoperability \u2014 making systems communicate with one another\nrather than operating independently.<\/p>\n<p>\u201cData is like rice. If you just store it, it goes stale. But if you\ncook it properly, it can become policy that everyone can digest,\u201d said\nHerman. He raised the issue of the OSS system, business identification\nnumbers (NIB), and digitalisation of the licensing sector, which ideally\nshould be able to exchange information seamlessly.<\/p>\n<p>According to Herman, interconnected data would enable the government\nto determine whether business growth is aligned with labour absorption.\nIf not, training programmes could be deployed immediately.<\/p>\n<p>\u201cIf there are gaps causing low labour absorption, we can close them \u2014\nnot with cement, but with training,\u201d he said.<\/p>\n<p>However, Herman was not merely seeking smooth data flows for\ninvestment figures. He stressed that West Java does not want to become a\nprovince that is statistically wealthy but ecologically damaged.<\/p>\n<p>\u201cInvestment is fine, but we must not let the future leak away because\nof short-term development. We don\u2019t want our grandchildren playing in\nsand at abandoned mines instead of beaches,\u201d he said, emphasising that\nideal development must yield long-term results.<\/p>\n<p>Herman articulated a three-pronged policy philosophy: good data, good\ndecision, good result \u2014 meaning that if the data is flawed, one cannot\nexpect sound decisions or outcomes.<\/p>\n<p>BKPM Deputy Ricky Kusmayadi appeared pleased to hear of West Java\u2019s\nplans to seriously develop a digital business licensing system. \u201cWe\nwelcome this. But the system must not only be sophisticated \u2014 the\nconnectivity must also be reliable,\u201d Ricky remarked.<\/p>\n<p>He also expressed hope that the collaboration would go beyond photo\nopportunities and social media posts, becoming a genuinely functioning\nsystem. \u201cMay West Java continue to grow, and not just in annual\nreports,\u201d he concluded.<\/p>",
