The West Java Provincial Regional Secretary, Herman Suryatmuan, has\nurged all Economic and Development Assistants (Ekbang) across West\nJava\u2019s regencies and cities to strengthen their roles as drivers of\neconomic development in their respective regions.<\/p>\n
Rather than merely performing administrative duties, Economic\nAssistants are requested to work more substantively, rapidly,\nmeasurably, and based on data. This message was delivered by Herman\nwhile presiding over the Coordination Meeting of Economic and\nDevelopment Assistants for West Java at the Papandayan Meeting Room,\nGedung Sate, Bandung, on Monday afternoon.<\/p>\n
According to Herman, the development of West Java cannot be carried\nout partially or with a fragmented mindset between the provincial\ngovernment and regencies\/cities. West Java is an aggregation of 27\nregencies and cities; therefore, the province\u2019s progress is highly\ndependent on the performance of each region.<\/p>\n
\u201cWest Java is an aggregate. If villages and sub-districts are\nexceptional, they will produce exceptional sub-districts. Exceptional\nsub-districts produce exceptional regencies and cities. Exceptional\nregencies and cities will result in an exceptional province,\u201d said\nHerman.<\/p>\n
Consequently, he emphasised the importance of synergy between the\nprovincial government, regencies\/cities, sub-districts, and villages.\nFurthermore, the Governor holds a position as both the regional head and\nthe representative of the central government in the region.<\/p>\n
\u201cWe cannot think in silos or believe the province can be great\nwithout great regencies and cities. Everything is interconnected,\u201d he\nstated.<\/p>\n
Herman specifically highlighted the strategic importance of Economic\nAssistants in assisting regional heads to formulate and coordinate\neconomic development policies.<\/p>\n
He cited several economic indicators that require attention, ranging\nfrom community consumption, investment, and trade to government\nexpenditure. \u201cIf the regional economy is poor, the implications include\nlow investment, low exports and imports, and low community consumption.\nTherefore, Economic Assistants are among those responsible,\u201d he\nsaid.<\/p>\n
On this occasion, Herman also encouraged a transformation in\nbureaucratic work patterns. In his view, governance should not stop at\npolitical processes and administrative management, but must advance to\nthe \u2018administering process\u2019 stage\u2014ensuring that policies are translated\ninto effective government services and actions.<\/p>\n
He emphasised that changes in political leadership must not halt\ngovernment operations. The system of governance must remain functional,\nand public services must continue to move forward.<\/p>\n
\u201cWhat we need is systemic governance. Governments change, but the\nshow must go on. The government must remain effective,\u201d he said.<\/p>\n
Herman then introduced the strengthening of data-based governance as\npart of the transformation currently being undertaken by the West Java\nProvincial Government. One of the promoted instruments is \u2018Satu Data\nJawa Barat\u2019 (SADA Jabar), which is expected to support regency and city\ngovernments in understanding regional conditions and determining more\nprecise interventions.<\/p>\n
According to Herman, utilising the SADA Jabar platform is vital so\nthat development data does not merely remain as statistics, but serves\nas a basis for decision-making at every level of government.<\/p>\n
\u201cThis data must be a tool for action. We must not only know the\nnumbers but also know where the problems lie and who needs to be\naddressed,\u201d he remarked.<\/p>\n
This approach is further strengthened through the use of \u2018by name, by\naddress\u2019 data. With this approach, issues such as poverty, out-of-school\nchildren, chronic energy malnutrition in pregnant women, stunting, and\nother social problems can be mapped more specifically down to the\nregional level.<\/p>\n
\u201cWhen discussing poverty, we have \u2018by name, by address\u2019 data. When\ndiscussing out-of-school children, we have the data. When discussing\npregnant women with chronic energy malnutrition, we have the data.\nTherefore, sub-district heads can simply open a dashboard to know the\nnumbers, the individuals, and the locations,\u201d explained Herman.<\/p>\n
He noted that SADA Jabar can serve as a supporting tool for regency\nand city governments, down to the sub-district and village levels. With\nintegrated data, regional heads and their officials can view issues\nbased on region, sector, and target groups requiring intervention.<\/p>\n
\u201cWest Java Province is like an orchestra. There is a conductor, and\nthere are leaders of instrument groups. Everyone must play the same\nscore, so that leadership remains strong while the system also\nfunctions,\u201d said Herman.<\/p>\n
Therefore, the West Java Provincial Government, in alignment with\nthis vision, is preparing governance tools in the form of \u2018arrangements\u2019\nand \u2018scores\u2019 that can be utilised down to the regional level.
