The West Java Regional Council (DPRD) is highlighting a decline in\nregional revenue alongside a proposed loan worth Rp3.4 trillion within\nthe draft regional regulation concerning the 2026 West Java Provincial\nBudget Amendments. Various notes and concerns were presented by each\nfaction within the West Java DPRD.<\/p>\n
The Deputy Chairman of the West Java DPRD, MQ Iswara, explained that\nthe majority of factions are questioning the discrepancy between falling\nrevenues and expenditure allocations that remain high. \u201cParticularly\nregarding the decline in regional income, relatively high expenditure,\nthe regional loan plan, and changes in financing. Most factions are\nquestioning this,\u201d he stated in Bandung on Wednesday (2\/9).<\/p>\n
He explained that this condition creates a gap between the regional\nrevenue capacity and expenditure requirements. To bridge this gap, the\nWest Java Provincial Government plans to fund the deficit through a\nregional loan of Rp3.4 trillion.<\/p>\n
\u201cTo anticipate this issue, we are requesting the executive branch to\ndisclose the details of budget usage transparently,\u201d he said. The\nCouncil is seeking clarity regarding the distribution of the loan\nallocation across regional apparatus agencies and the priority\nprogrammes that will be funded.<\/p>\n
He requested an explanation regarding the details of how this\nfinancing will be allocated, including how many Regional Apparatus\nOrganisations (OPD) will be involved, which specific activities will be\nfunded, and the overall direction of its use within the 2026 Budget\nAmendments.<\/p>\n
\u201cThere are also questions regarding the expenditure details. How the\nRp3.4 trillion is spread across OPDs, how many activities are involved,\nand what those activities are; these will be addressed later,\u201d he\nsaid.<\/p>\n
According to Iswara, all questions and notes from the factions have\nbeen submitted to the executive branch to be answered during the plenary\nsession. \u201cThis is important as part of the principle of fiscal\nprudence,\u201d he added.<\/p>\n
He further noted that the general views of the factions are part of\nthe DPRD\u2019s function in providing observations, questions, and input\nregarding the regional government\u2019s budgetary policies.
