        "content": "<p>Bandung, VIVA \u2013 The West Java Provincial Government aims to become\nthe first province free from out-of-school children (ATS) by 2029. To\nrealise this target, the government is implementing transformations\nwithin the administration, ranging from civil servant (ASN)\ntransformation to institutional and performance management\nimprovements.<\/p>\n<p>The West Java Regional Secretary, Herman Suryatman, expressed hope\nthat these steps would strengthen the provincial governance under the\nleadership of Governor Dedi Mulyadi, commonly known as Kang Dedi\nMulyadi.<\/p>\n<p>\u201cThus, by 2029, West Java aims to be the first province to target a\nstate free from out-of-school children (ATS),\u201d he stated during his\nspeech at the Technical Assistance Workshop for the Preparation of the\nWest Java Provincial Action Plan for the Prevention and Handling of\nOut-of-School Children, held at the Mercure Hotel, Bandung, as reported\non Thursday, 3 September 2026.<\/p>\n<p>Herman continued, noting that the West Java Provincial Government is\ncommitted to accelerating the prevention and handling of out-of-school\nchildren.<\/p>\n<p>These efforts are no longer viewed merely as government programmes,\nbut as a strategic necessity to ensure that every child in West Java\nreceives their right and opportunity to pursue an education.<\/p>\n<p>According to Herman, addressing the issue of out-of-school children\nrequires collective action and cross-sector synergy. Local governments\ncannot work in isolation; therefore, collaboration between the\nprovincial government, regency\/city governments, regional agencies, the\neducation sector, and various stakeholders is key to producing targeted\ninterventions.<\/p>\n<p>Herman also emphasised the importance of data quality as the\nfoundation for policymaking. Data regarding out-of_school children must\naccurately reflect the current situation so that the government can\ndetermine interventions that meet the specific needs of each child.<\/p>\n<p>\u201cGood data, good decision, good result,\u201d remarked Secretary\nHerman.<\/p>\n<p>He added that high-quality data will lead to precise decisions and\nultimately produce tangible results that can be felt by the\ncommunity.<\/p>",
