        "content": "<p>The decision by the West Java Provincial Government to temporarily\nfreeze budget allocations for 12 agencies has drawn public attention.\nThis policy, announced during a Coordination Meeting on Development\nControl at Gedung Sate on Monday (March 16), highlights serious issues\nin human resource management within the regional bureaucracy.<\/p>\n<p>Zahra Nabila Afifaturrochmah, a student at the Faculty of\nAdministrative Sciences at the University of Indonesia (UI), believes\nthat this firm action reflects increasing demands for the bureaucracy to\nfocus not only on budget absorption but also on measurable and impactful\nresults for the community.<\/p>\n<p>Internal audit findings indicate that most officials in related units\nhave not been able to effectively cascade strategic development targets\ninto concrete work programs. As a result, although budget realization\nrates are relatively high, implementation on the ground has not yielded\nobjectively measurable benefits.<\/p>\n<p>West Java Governor Dedi Mulyadi even expressed his disappointment\nwith the performance of the Human Resource Development (PSDM) division\nin several agencies. The training programs that have been implemented\nare considered to be more focused on budget realization than on\nimproving the competence of civil servants according to modern\nperformance management needs.<\/p>\n<p>The audit also found that the level of employee competency mismatch\nreaches 40 percent. This condition causes the central government\u2019s\ndigital performance appraisal system to automatically give a\nnon-performing status to several units.<\/p>\n<p>As a follow-up, the West Java Provincial Government requires all\nheads of related agencies to conduct a re-audit of employee competencies\nunder their coordination. Officials who are proven to have failed to\nmanage their teams and translate strategic targets into technical\nimplementation also face being removed from their positions and returned\nto functional roles.<\/p>\n<p>The Head of the Regional Personnel Agency (BKD) of West Java\nemphasized that this issue is not merely an administrative matter but is\ndirectly related to the quality of leadership in managing bureaucratic\nhuman resources. According to him, every public manager must be able to\nensure that development targets are translated into clear, measurable,\nand impactful operational tasks for public services.<\/p>\n<p>The West Java Provincial Government has given all affected agencies\n30 days to improve their HR development strategies.
