West Java Province has provided 18 mobile batching plants to produce concrete directly at construction sites, making road-building and repairs more feasible in remote areas. Governor Dedi Mulyadi said the equipment was procured with public funds and is part of the provincial government’s effort to improve access to basic infrastructure.

The West Java Provincial Government has provided 18 self-loading
concrete mixer vehicles, known as mobile batching plants. The vehicles
can automatically and independently produce concrete directly at project
sites.

West Java’s Head of the Highways and Spatial Planning Agency, Agung
Wahyudi, said the mobile batching plant is a multifunctional vehicle
that can load, weigh and mix concrete-making materials, then transport
the concrete, all in one unit.

With this equipment, building village roads in remote or
hard-to-reach parts of West Java is no longer a problem. Roads can still
be built and repaired even when sites are far from a concrete plant.

“Its compact design and robust wheel-drive system make it highly
reliable for projects on difficult terrain, narrow roads or in remote
locations inaccessible to large mixer trucks,” Agung said in a statement
on Monday (19 October 2026).

Advantages of mobile
batching plants

Mobile batching plants offer several advantages over manual methods
or conventional mixer trucks, including greater labour efficiency. The
equipment is designed to be operated by one person, with the processes
from loading to pouring controlled directly from the cabin.

The plants also offer high mobility and flexibility. A large shovel
at the front scoops up concrete materials such as sand, gravel and
cement directly from piles, without the need for an external wheel
loader.

The materials are weighed using a sensor-based digital weighing
system to ensure the proportions match the required concrete mix. This
integrated system helps minimise the risk of human error in measuring,
helping to maintain concrete quality.

The materials are then mixed with water from an integrated tank
inside the mixer drum to produce a uniform concrete mixture. The mobile
batching plant transports the fresh concrete directly to the pouring
point at the project site and discharges it precisely.

“Materials can be mixed while the unit is travelling along the road
to the pouring site. This cuts the waiting time for concrete deliveries
from an external batching plant,” Agung said.

Mobile
batching plant funding comes from government budget

West Java Governor Dedi Mulyadi said the vehicles are part of the
provincial government’s efforts to accelerate the provision of essential
services for residents.

“These are vehicles intended for casting concrete roads, so the
concrete no longer has to be mixed at a plant,” Dedi said.

He also stressed that the mobile batching plants were not purchased
with his personal money, but with government funds sourced from
taxes.

“This is one way for the government to return tax money to the public
by providing public facilities,” he said.

The mobile batching plants are already being used to build roads in
several locations, including Margamulya village in Pangalengan district,
Bandung regency; Pamoyanan ward in Cianjur district and regency; and
Dukuh village in Bandung regency.
",
