        "content": "<p>West Java Governor Dedi Mulyadi is set to suspend operations of ojek\n(motorcycle taxi) riders, becak (pedicab) drivers, delman (horse-drawn\ncarriage) operators and angkot (public minibus) drivers for two weeks\nsurrounding the Lebaran 1447 Hijriah holiday. The policy aims to\nminimise the potential for traffic congestion during the annual mudik\n(homecoming) exodus.<\/p>\n<p>\u201cThe Police Chief provided input on several points to be accommodated\nso that angkot drivers, becak operators, and ojek riders do not operate\nfor one week before the holiday and one week after,\u201d Mulyadi said at\nWest Java Police Headquarters on Wednesday (18 February 2026). Under the\nscheme, transport operators would receive a total of two weeks\u2019 rest at\nhome with their families.<\/p>\n<p>Mulyadi has instructed the West Java Transport Agency (Dishub) to\nbegin mapping congestion-prone points ahead of the 2026 Lebaran mudik\nseason. The mapping exercise covers the identification of local\ntransport modes such as ojek pangkalan (stand-based motorcycle taxis),\nbecak, andong (horse carts) and angkot that frequently cluster at road\njunctions or market areas.<\/p>\n<p>Based on last year\u2019s evaluation, traffic congestion was concentrated\nin a number of areas including Garut Regency, Subang, Indramayu,\nCirebon, the Lembang area of West Bandung, and the Puncak route in Bogor\nRegency. These areas are considered to require special handling as they\nserve as main mudik thoroughfares as well as tourist destinations.<\/p>\n<p>West Java Police Traffic Directorate chief Kombes Raydian Kokrosono\nwelcomed the plan, noting that the presence of delman and becak\noperating along mudik routes has the potential to trigger congestion.\nThe difference in speed between these traditional vehicles and motorised\ntraffic can disrupt the flow of homebound travellers, he said.<\/p>\n<p>The West Java Transport Agency has begun calculating a compensation\nscheme for angkot drivers, ojek riders, becak operators and delman\ndrivers whose operations would be suspended during the 2026 Lebaran\nmudik period. However, Mulyadi has not yet disclosed the value of\ncompensation to be provided. \u201cSo let them have 14 days off, and that way\nwe can make people happy,\u201d he said.<\/p>\n<p>As a reference, the West Java provincial government previously\nprovided compensation of Rp3 million for becak, ojek and delman\noperators who agreed not to operate during the 2025 Lebaran mudik and\nreturn flow period.<\/p>\n<p>A similar policy was previously implemented during the Christmas and\nNew Year holiday period, when Mulyadi issued a ban on angkot operations\nduring the peak of the Nataru holidays, specifically on 31 December 2025\nand 1 January 2026. That policy was accompanied by a promise of\ncompensation for angkot drivers who complied with the regulation.<\/p>",
