        "content": "<p>The West Java Regional House of Representatives (DPRD) is drafting\nand preparing a regional regulation (perda) against Lesbian, Gay,\nBisexual, Transgender, and Queer (LGBTQ) individuals. A special\ncommittee (pansus) will be formed to discuss the draft regulation.\nYomanius Untung, Chairman of Commission V of the West Java DPRD, stated\nthat the draft anti-LGBTQ bylaw will be discussed by the Regional\nRegulation Formation Agency (Bapemperda) and a special committee will be\nestablished. He noted that the draft regulation is an initiative right\nof the DPRD. \u201cThe draft regulation is an initiative right of the DPRD,\nit is currently being processed in Bapemperda. Later it will be made\ninto a pansus,\u201d he said on Tuesday (14\/7\/2026). The West Java DPRD has\nalso received an audience from Indonesian family activists who urged the\nestablishment of an anti-LGBTQ bylaw, as they are concerned about the\nmovement. Moreover, the central government has issued Presidential\nRegulation (Perpres) Number 111 of 2025 concerning the General Policy on\nState Defence 2025-2029. It states that threats to the state are divided\ninto three categories: military, non-military, and hybrid threats, with\nLGBT included as a form of non-military threat. \u201cPresidential Regulation\nnumber 111 is one of our references. It will be properly mapped out and\nconveyed in the academic paper,\u201d he said. He mentioned that West Java\nProvince currently does not have a specific anti-LGBTQ bylaw, although\nsome regions, such as the city of Bandung, already have such a\nregulation. \u201cAt the provincial level there is none yet, the city of\nBandung already has one. Once the province has it, it is hoped that\nother regions will also have the regulation,\u201d he said.<\/p>",
