        "content": "<p>Several groups have proposed the reintroduction of tuition fees,\nknown as SPP, in state schools. The idea was firmly rejected by Ono\nSurono, Deputy Speaker of the West Java Regional People\u2019s Representative\nCouncil (DPRD). He stated that primary and secondary education is a\ncitizen\u2019s right that the government must guarantee through budget\nallocations, not by burdening the public. Surono cited the National\nEducation System Law, which mandates that the government allocate at\nleast 20 percent of the state and regional budgets to the education\nsector. He also emphasised the government\u2019s obligation to implement a\n12-year compulsory education programme, meaning students in state\nschools are entitled to free education. \u201cIf there are still shortcomings\nin school facilities, it is the responsibility of the government and the\nstate to fulfil them, not to re-impose SPP fees on the public,\u201d said the\nChairman of the PDI Perjuangan West Java Regional Leadership Council on\nThursday. He also questioned the proposal to charge SPP for families\nclassified in welfare desiles 6 to 10, arguing that the welfare data\nused for such groupings is not yet fully accurate. He noted that many\ncitizens who are genuinely poor are recorded in higher desiles, causing\nthem to lose social assistance or have their BPJS Kesehatan membership\ndeactivated. As a solution, Surono urged central and regional\ngovernments to optimise the mandatory 20 percent education spending to\nmeet all state school needs. He stressed that the budget should be\nprioritised for building classrooms, laboratories, sports facilities,\nplaces of worship, and covering operational costs and teacher welfare.\nHe also called for greater government support for private schools,\nincluding aid for classroom construction and facility improvements.\nSurono added that the West Java DPRD will continue to oversee the\nprovincial budget to ensure it focuses on fulfilling the needs of senior\nhigh schools, vocational schools, and special needs schools, which fall\nunder provincial authority.<\/p>",
