        "content": "<p>The West Java Regional People\u2019s Representative Council (DPRD) held a\nplenary meeting on Wednesday (24\/6\/2026) to hear the general views of\nfactions on two strategic draft regional regulations (Ranperda). The two\nRanperda under discussion are the Draft Regional Regulation on the\nImplementation of Environmental Protection and Management, and the Draft\nRegional Regulation on Amendments to West Java Provincial Regulation\nNumber 5 of 2017 concerning Education Management.<\/p>\n<p>Chairman of the West Java DPRD, Buky Wibawa, stated that the agenda\nwas a continuation of a previous plenary meeting held on 9 June 2026.\nDuring that meeting, West Java Governor Dedi Mulyadi had delivered the\ngovernor\u2019s introductory note regarding the proposal for the two\nRanperda.<\/p>\n<p>According to Buky, following the delivery of the governor\u2019s\nintroductory note, all factions within the West Java DPRD conducted\ndiscussions and in-depth analysis of the substance of the two Ranperda\non 23 June 2026. The results of this analysis were then formulated into\nthe factions\u2019 general views presented during the plenary session.<\/p>\n<p>\u201cThis is an important stage in the process of forming regional\nregulations. The factions provide views, input, and strategic notes on\nthe substance of the proposed Ranperda,\u201d said Buky.<\/p>\n<p>He explained that based on an agreement in the West Java DPRD\nConsultative Body meeting, the general views at this plenary session\nwere delivered directly by three factions. The other factions submitted\ntheir views in writing to the DPRD leadership.<\/p>\n<p>The general view of the Democratic Party Faction was delivered by\nRonny Hermawan. The Nasdem Party Faction was represented by Sri Wahyuni\nUtami, while the PAN Faction\u2019s view was delivered by Budi Mahmud\nSaputra.<\/p>\n<p>Through these general views, each faction expressed appreciation for\nthe regional government\u2019s initiative while also providing a number of\ninputs and recommendations to refine the substance of the two Ranperda.\nAll faction views will serve as consideration in further deliberations\nbefore the regulations are enacted.<\/p>\n<p>Buky added that the next stage is the delivery of the West Java\nGovernor\u2019s response to the factions\u2019 general views, scheduled to take\nplace in a plenary meeting on Thursday (25\/6\/2026).<\/p>\n<p>In addition to discussing the two Ranperda, the plenary meeting also\nscheduled further deliberation on the Ranperda concerning the Formation\nof Regional Legal Products. Previously, at the 9 June 2026 plenary\nmeeting, the West Java DPRD Regional Regulation Formation Agency\n(Bapemperda) had presented an explanation regarding this Ranperda.<\/p>\n<p>In this agenda, the West Java Governor delivered an official opinion\non the Ranperda on the Formation of Regional Legal Products as part of\nthe legislative deliberation mechanism regulated in the DPRD\u2019s rules of\nprocedure. With the delivery of the governor\u2019s opinion, the deliberation\nprocess will proceed to the stage of delivering the responses of the\nWest Java DPRD factions, scheduled for 25 June 2026.<\/p>",
