        "content": "<p>The Deputy Governor of West Java, Erwan Setting, has set a target for\ncommunities across the 27 regencies and cities in West Java to be\nregistered within a digital social protection system by the beginning of\n2027. This target has been established to ensure that the distribution\nof social assistance becomes increasingly accurate and\nwell-targeted.<\/p>\n<p>Erwan made these remarks following a meeting to discuss local\ngovernment support for accelerating the pilot implementation of social\nprotection digitalisation in West Java Province at Gedung Sate, Bandung,\non Wednesday (9\/9\/2026). The meeting involved the Social Affairs Office,\nthe Department of Population and Civil Registration, the Department of\nCommunication and Informatics, as well as elements of the Indonesian\nNational Armed Forces (TNI) and the National Police (Polri). The meeting\nserves as a follow-up to directives from the National Economic Council\n(DEN) and the Directorate General of Population regarding the\ndigitalisation of social protection.<\/p>\n<p>\u201cGod willing, West Java will continue to update the data of these aid\nrecipients, so that it is truly well-targeted,\u201d said Erwan.<\/p>\n<p>According to Erwan, the involvement of the TNI and Polri is necessary\nto strengthen the verification process on the ground. The government\naims to ensure that the classification of community welfare matches\nactual conditions so that assistance does not reach the wrong\nrecipients.<\/p>\n<p>\u201cWhy involve the TNI\/Polri? This is to ensure more effectively on the\nground that decile 1 is truly decile 1, and decile 2 is decile 2. We\nmust ensure that decile 1 does not fail to receive aid while decile 5\nreceives it,\u201d he said.<\/p>\n<p>Currently, 11 regencies and cities in West Java serve as locations\nfor the social protection digitalisation pilot. Social protection agents\nhave also been deployed in these pilot areas. Erwan aims to expand the\ncoverage of social protection digitalisation so that all regencies and\ncities in West Java have access to social protection agents by early\n2027.<\/p>\n<p>\u201cI target that by the beginning of 2027, all 27 regencies and cities\nwill have access to these social protection agents,\u201d he stated.<\/p>\n<p>The digitalisation of social protection is being developed to\nincrease community access while strengthening the screening process for\npotential aid recipients through a systematic approach. One of the tools\nused as an entry point for these services is the Digital Population\nIdentity (IKD).<\/p>\n<p>IKD is electronic information that represents various population\ndocuments previously available in physical form, such as electronic ID\ncards (KTP), birth certificates, and marriage certificates. This\ninformation can be accessed via the IKS application on smartphones.<\/p>\n<p>Through IKD, citizens can perform self-verification of population\ndata. IKD is also being developed to support access to public services,\nincluding determining a person\u2019s eligibility to receive government\nsocial protection.<\/p>\n<p>In its implementation, IKD is used as a single sign-on (SSO)\nmechanism to access the social protection system. Citizens can log into\nthe social protection service portal by selecting the IKD option, which\nthen directs them to the IKD application to perform verification,\nincluding through biometrics.<\/p>\n<p>Biometric verification is part of the system\u2019s security to ensure\nthat the user\u2019s identity matches the recorded population data. This data\nis linked to biometric information obtained through a recording process,\nsuch as fingerprints, iris scans, photos, and signatures.<\/p>",
