        "content": "<p>Bandung (ANTARA) - The West Java Provincial Government (Pemprov\nJabar) together with the Ministry of Housing and Settlements (PKP) is\nrenovating around 40,000 uninhabitable house units (rutilahu) throughout\nWest Java this year 2026 using the concept of efficiency through the\n\u2018people\u2019s tender\u2019 mechanism. In the newly launched programme, said West\nJava Governor Dedi Mulyadi in a statement in Bandung on Thursday, West\nJava becomes the province with the largest allocation from the national\ntarget of 400,000 units this year. The programme began with the\nrenovation of 10 house units in Kampung Kiaraeunyeuh, Banyusari Village,\nKatapang Subdistrict, Bandung Regency. An interesting aspect of this\nprogramme is the implementation of the Self-Help Housing Stimulant\nAssistance (BSPS) scheme which directly involves local SMEs. In\nBanyusari Village, efficiency is clearly visible. From the budget\nceiling of Rp175 million for materials for 10 houses, the winning SME\nwas able to meet the needs with only Rp164 million. The remaining budget\nfrom the savings was returned to the residents to improve the building\nquality. The programme was launched and started symbolically on Monday\n(13\/4) evening, also carried out by Minister of PKP Maruarar Sirait who\nstated that each unit receives an allocation of Rp20 million consisting\nof building material components and mason wages. She assessed that this\nmodel not only improves housing but also stimulates grassroots\neconomies. \u201cThis house renovation programme has the potential to\nencourage economic circulation in various regions and bring justice to\nlow-income communities,\u201d said Maruarar. \u201cFrom the Minister of PKP for\nRp20 million, insyaallah from me there is an additional Rp20 million. To\nadd sewing business capital,\u201d said Dedi. Bandung Regent Dadang Supriatna\nadded that specifically for the Bandung Regency area, this year\u2019s BSPS\nprogramme will target 966 rutilahu units spread across 63 villages in 23\nsubdistricts.<\/p>",
