Ahead of the 81st anniversary of the Republic of Indonesia\u2019s\nindependence, the Kupang municipal government in East Nusa Tenggara is\nplacing human development as one of the main foundations of regional\ndevelopment. For Mayor Dr Christian Widodo, a city\u2019s progress cannot be\nmeasured solely by the infrastructure it builds, but by the quality of\nits people and the character of the community that grows within it.<\/p>\n
This view aligns with the official theme of Indonesia\u2019s 81st\nIndependence Day in 2026, \u201cA Sovereign, Just, and Prosperous Indonesia\u201d,\nwhich the Kupang municipal government is realising through quality human\ndevelopment that is healthy, character-driven, and provides equal\nopportunities for growth.<\/p>\n
\u201cBuilding a city is not just about building its physical form, not\njust about building its infrastructure, but we must also build its\npeople,\u201d Dr Christian asserted.<\/p>\n
He believes that an advanced city is marked not only by modern\nbuildings and facilities, but also by a community that respects one\nanother, cares, works together in mutual cooperation, and has access to\ngood education and healthcare.<\/p>\n
For this reason, the Kupang municipal government is strengthening\nhuman resource development through a number of approaches, ranging from\neducation and literacy, character building and child protection, to\nimproving the professionalism of government officials.<\/p>\n
These efforts target various groups, from children and the younger\ngeneration to civil servants who play an important role in ensuring\npublic services continue to improve.<\/p>\n
Strengthening the character of the younger generation is one area of\nfocus through the Kupang City PKK Driving Team Roadshow, which targets a\nnumber of schools.<\/p>\n
In front of students, Christian emphasised the importance of having\nthe courage to protect oneself from sexual violence through a simple\nmessage: \u201crefuse, run, and tell.\u201d He also reminded them of the\nimportance of maintaining mental health and holding on to their\naspirations. \u201cIt is not about a big dream, it\u2019s about how you keep that\nbig dream when you grow old,\u201d he said.<\/p>\n
This approach demonstrates that education in Kupang is directed not\nonly at academic ability, but also at character formation, the courage\nto make decisions, and the ability of children to protect and develop\nthemselves.<\/p>\n
Efforts to build a generation of Kupang residents with strong\ncharacter are also running in parallel with strengthening literacy and\nequalising learning opportunities for every child.<\/p>\n
This commitment was reinforced by Deputy Mayor Serena Cosgrova\nFrancis through strengthening literacy and child protection. When\nreceiving a visit from Australian Ambassador to Indonesia Rod Brazier at\nUPTD SDN Palsatu, Serena stressed that no child should be left behind\ndue to limited access and learning opportunities.<\/p>\n
\u201cEvery child has potential that we must nurture and develop\ntogether,\u201d she said. In addition to literacy, the Kupang municipal\ngovernment is beginning to introduce a self-defence programme for\nstudents as part of efforts to equip children to face bullying and\nviolence.<\/p>\n
Investment in human development is also directed at government\nofficials as an important part of improving the quality of public\nservices.<\/p>\n
The Kupang municipal government received the Adhi Manawa Nugraha\nUtama award from the National Civil Service Agency (BKN) for its success\nin building professional, merit-based civil service management oriented\ntowards career development. Kupang is the only region in East Nusa\nTenggara to receive this award.<\/p>\n
Dr Christian believes that civil servant career development is part\nof building the quality of public services. Officials who have room to\ngrow, work within a clear system, and are rewarded based on performance\nwill be better prepared to provide the best service to the public.<\/p>\n
\u201cWhen civil servants have the opportunity to develop, work within a\nclear system, and receive proper recognition for their performance, they\nwill be able to provide the best service to the community,\u201d he said.<\/p>\n
This principle is in line with the leadership philosophy of the\nKupang municipal government: To Govern is To Serve.<\/p>\n
For Dr Christian, the momentum of Indonesia\u2019s 81st Independence Day\nis an opportunity to reaffirm that regional development must produce\npeople who are able to fill independence with meaning, not merely a city\nwith ever more infrastructure.<\/p>\n
\u201cRoads and buildings are only facilities. It is people who determine\nwhether a city truly moves forward,\u201d he asserted.<\/p>\n
This spirit is part of the direction of Kupang\u2019s development:\npresenting a protected and character-driven generation, a community with\nopportunities to grow, and professional, service-oriented officials.<\/p>\n
