        "content": "<p>Weak control over Jakarta budget<\/p>\n<p>From Warta Kota<\/p>\n<p>In the last few days Warta Kota has published its coverage of<br>\nthe draft budget of the Jakarta administration. This coverage has<br>\nopened my eyes to how we, the people, have been arbitrarily<br>\ntreated by the executive power.<\/p>\n<p>Regional administration officials, for example, can freely<br>\ndevise fictitious budget items for their own benefit, which could<br>\nescape the people's attention but for the media coverage.<\/p>\n<p>This fraud must have been in practice since the previous order<br>\nbut at that time escaped scrutiny as the mass media were not free<br>\nto expose it.<\/p>\n<p>It is time, therefore, for the City Council to launch a<br>\ncampaign to improve their image. This is a good opportunity for<br>\nthe City Council, which has earned strong criticism in the past<br>\nfor receiving money from the Jaya Ancol Dream Land management, to<br>\nbe more accountable to the people. One way to do this is to take<br>\nthe initiative and draft a regional regulation which will narrow<br>\nthe chance of committing such irregularities.<\/p>\n<p>Let me propose that the City Council should draft a regulation<br>\nrequiring the executive body to announce\/advertise its draft<br>\nbudget in print and electronic media long before it is discussed<br>\nin the council. The advertising cost must less than the potential<br>\nbudget item to be siphoned off.<\/p>\n<p>Then the officials responsible for the drawing up of this<br>\nregional budget must be required to discuss it with university<br>\nacademics or non-government organizations dealing with urban<br>\nmatters. This will enable the executive body to receive outside<br>\ninput and at the same time be subject to a tighter control.<\/p>\n<p>Of course clear and proportional sanctions must be introduced<br>\nor otherwise this regulation will go unheeded.<\/p>\n<p>Apart from the control to be exercised prior to the approval<br>\nof the regional budget, a tight control must also be exercised<br>\nupon budget accountability.
