Waterfront city project still has water problems<\/p>\n
JAKARTA (JP): A plan for a waterfront city in North Jakarta,
\nwhich will incorporate housing, business centers and recreational
\nfacilities, has yet to find a way to get adequate clean water.<\/p>\n
The head of the Jakarta Waterfront Development Program (JWDP),
\nM. Sidarta, said yesterday consultations with the state-owned
\nwater company, PAM Jaya, were still underway.<\/p>\n
The project aims to reclaim 2,700 hectares and improve 2,500
\nhectares of the North Jakarta coast.<\/p>\n
The JWDP aims to supply each resident with at least 200 liters
\nof water daily. Sidarta could not mention figures yesterday but
\nsaid the project already had estimates of the amount of clean
\nwater needed.<\/p>\n
Governor Surjadi Soedirdja earlier said the project would
\nsupport around 270,000 people.<\/p>\n
The planned waterfront city, based on a 1995 presidential
\ndecree which authorized the municipality to develop the project,
\nis expected to be completed in 30 years.<\/p>\n
The ambitious project includes providing every property in the
\narea with potable water, sewage and drainage systems of
\n\"international standard.\"<\/p>\n
Major water treatment facilities are to be located in the
\nwestern, central and eastern zone, according to a Jakarta
\nWaterfront Implementation Board brochure.<\/p>\n
A water resources expert, Arwin Sabar, earlier said recycling
\nwould have to be a major policy in supplying water to the new
\narea given the high price of clean water.<\/p>\n
\"Clean water now costs up to Rp 10,000 (US$4.25) per cubic
\nmeter,\" Arwin of the Bandung Institute on Technology said in a
\ndiscussion on Jakarta's water conditions.<\/p>\n
Sidarta said the terms of reference for the required
\nenvironmental impact analysis (Amdal) had just been completed.<\/p>\n
\"We have acquired feedback from the Environmental Impact
\nManagement Agency (Bapedal) on the terms of reference, and we
\nwill discuss it with officials in a few weeks,\" said Sidarta, who
\nalso heads the city's zoning agency.<\/p>\n
Sidarta said a clearance from Bapedal would enable the start
\nof a regional environmental impact analysis, to be followed by
\nspecific Amdal reports for each project in the reclamation plan.
